Welcome back to the Donny Rapture channel, where I always bring you fresh, never-before-seen body cam footage. Today's body cam video takes place in the Destin Harbor, in Florida, and we will be following Florida Fish and Wildlife officers as they stop a small jet boat that was violating the speed zone. Hey, you want to talk to them? Georgia, we can talk to them. We're here. A little jet boat. Oversized jet skis, what it is. I'm recording, by the way. Me too. Lights have been on, siren's been activated twice. I don't see any cleats anywhere, so I'm probably gonna have to hold it with my feet. The force is gonna be tough in this current. Yeah, she's... I don't see any cleat on the rear. They got one cleat up front. You have any cleats in the middle? You have any tied? No? Yeah, you can go ahead and put it in neutral. All right, yeah, you can go ahead and turn us now. Give me a second to change out some lines, and I'll tell you why we stopped y'all, all right? Okay, all right, so the reason why we stopped you is this is an idle speed zone in here. You guys familiar with idle speed? Yes. You do? Okay, are you guys from here? Yes. All right, where are you guys from? So here, but the only reason why I like when there's weight. Okay, all right, so this is your boat? Yes. Okay, all right. So it just dips a little bit when there's like a big wave, so it's like a jet ski, so I have to just kind of pull it up and pull it back so we don't get splashed. All right, okay, so in the harbor there, there's not a lot of waves. You were creating kind of a large wave, whitewash, your bow was out of the water. Idle speed is the minimum speed required to maintain steerage and headway, so just nice and slow. Do you have a driver's license on you? Yes. Where are you guys coming from? Uh, I just bought this boat in Georgia. Oh, it's a Georgia boat? Okay. All right, you said you don't have a registration for the boat yet? I do, it's just not with me. I just came back from it last weekend. All right, did you buy it in Georgia or Florida? Georgia. You bought it in Georgia? Okay, so it is registered to your name? Yeah, so four days I have it. Yeah, okay. Yeah, I was with her when she did the bill of sale. All right, do you have the bill of sale on board, ma'am? I have pictures of it. That'll work if you can show me a bill of sale, that'll work. All right, so this is your vessel. Are you familiar with operating and everything? Do you have a life jacket? Yes. Can you show me a life jacket for everyone on board? I have one in here and I have two in here. While you're getting that, can you also retrieve a type 4 throwable? Wait, a what? Actually, how long is your vessel? It's 14. Oh, 14. All right, so you're not required to have type 4, so a life jacket for everyone on board and a fire extinguisher. Yeah, it's all in there. You want to move up here, sir, so she can get that stuff off? Yes, ma'am. I'll let her do it, that way you can, it's kind of a smooth movement, everybody getting moved around. So this is going to have to lift up. Okay, all right, I just need to see them for everybody. Can you pull, there you go, one, two, and three, very good. Yeah, and a fire extinguisher. All right, we're coming close to the ground, just hang tight because our bow is going to run into the ground a little bit. Y'all just brace yourself for just a second, okay? Okay, this gets us out of the channel so we don't get all splashed. Yeah, every vessel is required to have a fire extinguisher. That's fine, you can close that. All right, you said you're coming from the boathouse? Yeah, yes ma'am, any kind of fire extinguisher, it could be a white one, those are the marine rated ones, or you can have a red one, just any vessel that has an enclosed tank. Where fumes can be trapped, you're required to have a fire extinguisher on board. All right, do you have a horn or a whistle that works on the vessel? I have a whistle, you know my whistle I have, yes. She's got a whistle, she's got a great whistle. Okay, do you have it on the boat with you? Yes, it's on your key chain, yes, you definitely have that. You guys know that, I left that. No, I have the keys, yes. I definitely have a whistle. She definitely has a whistle. Yeah, everyone knows that. No, I didn't put it on there, I clipped it off. Where do you use your bag? All right, and do you have a boating license? I do, actually. You do? What's the year of your birthday? 84. 84? Yeah. Okay, all right, that's fine. 84 is not too old. No, I didn't, but you're not required to have one, right? Yeah, before 88. Yeah, but 84 is not too old. I also took my captain's, like I own a charter boat out here. Oh, you own a charter boat out here? Okay, what year? Strike zone. Strike zone? Yeah. Okay. So, that was a long time ago, though, like we're litigation with it, but yeah. Okay. I'm very careful. I can't drive this when there's waves coming, this dips here, and I have to just like kind of... Yeah, well, we're helping her with her first kind of time driving jet boat, so you have to keep power on it to steer. Yep, you do have to have power to steer, but we do have to kind of keep it down. Just like the jet skis, when it's not in idle, I can't steer that. Okay, well, so no noise producing device, no fire extinguisher. You don't need a boating safety card, so you're good there. You said you're coming from the boathouse. Yeah. Is that like a docking area? Yeah, we docked there and we ate the Asian pasta and then we left. Oh, it's a restaurant? Yeah. Oh, it's a boathouse. Oyster bar. Oyster bar? Yeah. Okay, I thought you were talking about like you had a dry lift. Yeah, no. Okay, all right. All right, how long have you guys been out today? Two hours. Okay, enjoying the starting, I guess, starting in the spring. Okay, all right. So, I am smelling some alcohol on the boat. Have you guys, have everybody had anything to drink? I spilled a lot of alcohol. Okay. Yeah, a little vodka bottle and I definitely spilled it. Okay, have you had anything to drink today? No. Nothing to drink? No. Okay, do you mind me checking your eyes real quick? Make sure you're safe to operate. Yeah. Okay, just step right here to the side and I can check your eyes real quick. Okay, okay. I broke off my toenail, so there's that. That's fine. All right, just try to keep your head still. Follow my finger with your eyes only. You understand? Okay, try to keep your head still, okay? And how long have you been operating the boat? Oh, it's making me dizzy. I'm sorry. How long have you been operating this boat particularly? Just an hour. Idle speed! Like you, so other than today, you've never operated a boat like this? I guess this small, like a jet boat? No, it's making me dizzy. Sorry. That's fine. It's making me dizzy right now. All right, do you have any problems with your eyes? Do you have vertigo? Yes. Do you have a valid driver's license? Yes. You do have a valid driver's license with vertigo? Well, I'm going to see a chiropractor for it. I have inner ear problems right now. Okay, that's fine. So you're not seeing a doctor or dentist for anything like that? I'm seeing a chiropractor. Okay, all right. So you haven't had anything to drink at all? Nothing to drink. Maybe earlier. I am smelling some alcohol coming off your breath and I am seeing some impairment. All right, do you mind stepping on my boat and doing some tasks for me? No, I mean, I really don't understand why you guys pulled me over. Do you remember what I told you I pulled you over for? For speeding up? Idle speed zone. So this is an idle speed zone? I was in idle. Okay. I was in my idle stage. All right. It's a jet boat, so it's a little different. I understand that boats are different, but you guys were going a little fast when we stopped. You did slow down. I'm getting super dizzy. So like I said, I am seeing some signs of impairment. It might be the the small boat you're on. I'm going to give you the opportunity to dispel any fears that I have you being impaired. So you can go if you'd like to step on board my boat so I can do some tasks. It's all sitting down so you don't have to worry about falling over anything. You agree to do that? Yes. All right. You want to step on board real quick? Yes. All right. If you want to move up here, I'm going to turn the cooler just so you're not... The officer is about to conduct SFSTs. The test is specifically designed for boaters and those that can't stand on two legs. And in my personal opinion, if you're up to this point with an officer, you might as well just let them arrest you. You have no chance of passing it. That being said, I'm going to skip past this part of the interaction because honestly, it was hard for me to even sit through and I can't imagine you guys doing the same. Ma'am, based on what I've seen so far, the tasks and the stop with you, I don't believe you're safe to operate the vessel. Are you serious right now? Yes, ma'am. Okay, call him right now. All right. Call my attorney. All right. So at this point, I'm placing you under arrest, okay? Yes, ma'am. I need you to put your hands behind your back. No. Let me tell you. Hold on. Did you get that on video? Hang on. Put your hands behind your back, okay? Yes, ma'am. Just stay here, okay? I don't want to have to push you under the gunnel, okay? Put your hands behind your back for me, please, okay? No. You go ahead and call it in 10 -15. No. Okay, go ahead and take a seat for me right here, okay? All right. So have you had anything to drink today? No. Yes. You have? Yes. Okay. Well, I appreciate you being honest with me. Do you feel safe to operate the vessel? I do feel safe to operate the vehicle. At this point, I'm going to check your eyes. You can't get arrested. If you say no, I'm going to have your boat towed. If you say yes, I check your eyes. Jason from Extreme A2. If I feel that you're safe to operate, I'll let you go. I'm just going to check your eyes, okay? Just follow my finger right here, the tip of it, with your eyes only. Keep your head still, okay? All right. I see you have been drinking. Yes. I don't see the impairment that I see in there, okay? I don't feel that your safety is affected. Your friend here, you're going to take her. Okay, I'm going to release the boat to you. So she's getting arrested for BUI. Baby, just be calm. Baby, just be calm. Just be calm, regardless of what's going on. So she's taken to the Okaloosa County Jail. You know where the fairgrounds are? That's where she's going right now. She's going to have to stay the night. She'll be released in the morning after she sees the thing. God damn it. I'm just tired. I'm motherfucking tired, dude. I got a 12-year-old in fucking prison right now. Don't talk to me. Fuck you. I'm tired. Got a lot going on today. It's not okay. I'm just giving you a heads up. When we get to these idle speed zone signs right here, we're going to be coming up a little bit faster, okay? If you feel scared, I'm going to be right with you. I understand. I'm going to be right with you here. If you need us to slow down or anything, just let me know, okay? I'll be right here with you. All right, so take a step on the right here. Get your balance. I'm fine. Hang on. Don't touch me. Get your hands off me right now. All right, nope. Get off me. I own a charter boat. I need to get off you. Ma'am, and you're in handcuffs, and if you fall off the dock with handcuffs on, you can't... I will not fall off. Hey, quit yelling. All right. Don't touch me. I won't fall off. We are trying to... I won't fall off. All right, come on, ma'am. I know what I'm doing. Okay, that's fine. Thank you. Okay, stay right here. Stay right there for me, okay? I'm not drunk. Thank you. All right. The woman would be charged with boating under the influence and refusing to submit to a breath test, also given multiple tickets for safety violations. I hope you guys liked today's video.
