Hernando County Florida when they observed a vessel operating without an allaround white light seeing that this is an enormous safety violation the officers conducted a vessel stop recording get an operator again LT you know how to whip this [ __ ] around recording hey how's it going bosss FL the fishing while life where you headed to where at I got you where's uh where's your white lot at man the back over here I just stuck it in it's right around the corner I got you how's it going buddy how you doing boss good good good what were you explaining if you go down the canal and you go around the right my little is right around cor yeah yeah right is so take it this is me oh God Hey sir you're good let's not get you on the front like that man let's not get you out there you got your ID on you no it's actually in my truck the girl took it around the corner they're right over the corner okay if you want to take me over there you can take me to my let's just sit tight what about the registration for the vessel um it's all in the truck okay I promise what about um some of the some of the safety equipment I've been working on the boat I just stuck it in the water there's some life vest is it registered in your name it's in my girlfriend's name okay can you show can you can you show me what do you want um a life jacket for yourself just stuck it in water she's right around corner you got a over so that's why I pull over you got the type four throwable it's a uh Square cushion you know what I'm talking about when I say typ four throwable yeah I believe but it's not in here I didn't throw anything in in the boat okay all I did was put it no no fire extender or anything fire yeah let's take a look at that fire extensor down here the boat out in a while see the fire extension so the fire exer has to have a pin in it for it to be balanced you got to make sure you get another one of those yeah I I had to boat out while I just stuck it in for tomorrow all right so here's the deal buddy is we're seeing some signs of impairment all right have you had anything to drink I had a few beers earlier you had a few beers earlier yes sir all right so we want to make sure that you're safe to operate okay okay would you mind performing a couple tasks for us so we can make sure that you're safe to operate yeah okay so do me a favor fasten that up get water no no not a swim test my man I mean I don't plan on you going in the water I'd prefer if you don't although do I get a life saving War if he goes in the water I pull him out covert off where you at with this one all right so do me a favor I'm going to have you sit on the back no hold on place your butt here there you go toss your feet on over to us all right slide on in go ahead walk over to the front of the boat 72 274 so I'm going to ask you to sit straight at the front edge of your seat so sit at the front edge there you go perfect put your arms down at your sides beautiful place your feet shoulder width apart shoulder apart y so you're comfortable and stable are you are you stable sure all right so do not move your feet until the tasks are over you're going to stay in this position and do not do anything else until I tell you to do so do you understand when I say begin you'll tilt your head back about 45° angle and close your eyes like this good do when I tell you to touch the tip of your nose to the tip of your index finger and immediately return it to your side this is this is the tip of your index finger do you understand that yes sir and this is the tip of your nose you understand what very far front of your nose a little Dime dime size portion on the front when I say right you must touch your right index finger to your nose when I say left you must touch your left index finger to your nose you understand yes sir okay all right remember you got to remain in that position just on the schedule guys going to go to sleep I'm sorry all right that's all I can think about I don't want to disrespect them I I get it man but right now we got to get through this and then we'll dress that all right yes sir all right so go ahead and begin put my head back yep close my eyes y left remember return it straight back down eyes closed sorry yep right left right I'm going to have you place your your hands Palm to Palm with one hand up and one hand down like this okay all right yes sir you're going to remain in this position while I explain the tasks okay do you understand yes sir when I tell you to begin turn the top hand over and count out out loud one then turn the hand back over and count out loud two counting only when the hands make contact like this one two one two one two one two you're going to repeat this and speed up as you go and do not stop until told one two one two all right you speed up one two one two one two one two one two one two you're good go ahead me get one two three four one two three one two three four all right so here's the deal man yes sir based off of everything that we're seeing hearing smelling the whole nine I do feel as though you're operating The Vessel while you're impaired beyond safe operation all right okay so what I'm going
