Welcome back to the Donnie Rapture channel, where I always bring you guys fresh, never before seen body cam footage. In today's video, we will be joining FWC officers as they patrol the waters during the 2024 Gasparilla Parade. They're expecting half a million spectators at the invasion and parade alone. Hundreds of vessels expected to come out for the festivities and it's the FWC's job to make sure everybody stays safe. They'll also be watching for people boating under the influence. Today's body cam footage starts off when officers observed a vessel plowing 10 to 15 feet from the shoreline and within proximity of other vessels. When the officers reached the vessel, the operator appeared to shift into reverse and nearly struck the patrol vessel. Just neutral. Stop. Neutral. Turn the music off, put it in neutral. Alright. We're just going to do a quick vessel safety inspection. I just, I need everyone to take a seat except for the captain. Alright, so do you have life jackets for everybody on board? Your registration and fire extinguisher? Ma'am, if you can just grab this. Nope, not that. Go ahead and sit down for me, please. Go ahead and sit down for me, ma 'am. Ma'am, sit down. Sit down. He's got it. Alright, and do you remember the other things I asked for? Yes. Perfect. If you could pull those out so we can see one for each person on board. One. Alright, do you guys want to hold that for me? Two. Gotcha. Recording. Five, six, two more. One for me. I'm sorry. Do you have one more, though? Because that one looks like a child's life jacket. Yeah, but that's for her. You need one more life jacket. It doesn't count for her. She's not 60 pounds or less. But that's it. That's all you got? Open this stuff for me. I don't want to open your stuff. I need the registration. That's a sealed document. You need to open that for me. Then take it out for me. I just don't want to go through your stuff. How long have you been out here? And the water? Alright, and then do you have the fire extinguisher and a horn or whistle? Do you want them? She's going to get them. It's her boat. 4-4-24 4-4 -24 Alright, I just need the fire extinguisher. I know, but put it down. Put it down. I give you whatever you ask for. The fire extinguisher? Yeah, it's in there. You go grab it. You're killing me. I have a rotator. Gotcha. Can I see it? Alright, that's good. I only need one. Alright. And then you have a horn or whistle? Yeah, I do. Does your boat horn work? I just stuffed it in there. Alright. So we're seeing a couple clues of impairment. Would you mind stepping over to complete some tasks? So we just need you to put a life jacket on for us. If he doesn't have one, I got one for him. How many modellos have you had today? Three. All day? Yeah, I'm not drinking right now. Okay. For those of you guys unfamiliar with my videos, I'm going to quickly tell you what is happening. This unfortunate captain is about to participate in seated SFSTs, which are three set of tasks designed to test one's cognitive functions instead of balance. Think of it like a complicated game of Simon Says, and the loser goes to jail. Bear in mind that I've edited this portion of the video to save time. Alright sir, so I'm going to need you to sit straight at the front edge of your seat. You're going to put your arms down at your sides. And place your feet shoulder width apart so that you're comfortable and stable. So just forward a little bit so you're at the edge of your seat. Don't move your feet until your tasks are over and stay in this position until I tell you to do so. Do you understand? Alright, so for this next task which can be hard with his right arm. It's fine. Just do your best. Do I take this off? Nope. No, we need you to keep that on. So he has a shoulder injury. Uh, her finger to nose. Finger to nose is fine. Is that a blue shoulder part? Okay. Alright. Alright, so I'm going to need you to make a fist with both hands and extend your index fingers and turn your palms forward like this. Just listen to her and then she'll tell you what to do. I can't. No, just down here like this. So make a fist. Put your index fingers out. There you go. Just like that. Okay? And when I say begin you're going to tilt your head back to about 45 degree angle and close your eyes like this. You're going to keep your eyes closed. Don't begin yet. Sir, don't begin yet. So we're going to go through all the instructions and then you're going to do it. When I tell you to, you're going to touch the tip of your nose with the tip of your index finger and immediately return to your side. I'll tell you which arm. Think you can do that? Okay. So you may begin. Alright, left. Mark them as you go. Right. Left. Left. Go ahead and do left again. Alright, you can stop. Alright, so he can't do palm pack because of his shoulder. No, no, I can do it. Just can't break it out like this? If it's going to bounce against me... Like this. I just saw you with your arms over there. Do your best. You don't want to do this one? Are you going to do it or you're not going to do it? Let's do it. Okay, so I need you to keep your hand in that position. Remain in this position while I explain the tasks, okay? Do you understand? Alright. When I tell you to begin, you're going to turn the top hand over and count out loud one. Then turn the hand back over and count out loud two. I'll demonstrate each step. When you're counting, know if you're going to stay in that position. Counting out loud when your hands make contact. Like this. One, two. Wait until the instructions are over. Alright, so you're going to repeat that and speed up as you go and do not stop until you're told to do so. Make sure to keep your hands and fingers parallel during each pat. Like this. Do you understand? Yes? Can you say yes? You understand? Yeah, I understand. Alright, you may begin. Go ahead and speed up. You can put your hands back down at your side. Left fist on your chest and your right fist there. When I say begin, you're going to perform four tasks. The first task is to count out loud from one to four while you move your fists in a step-like fashion making contact between your fists at each step. First, you're going to go one, two, three, four. The second task is to memorize the position of your fists. After you've counted to four, clap your hands three times and return your fists to the memorized position. Like this. The third task is to move your fists in a step-like fashion in reverse order counting out loud from five to eight and returning your left fist to your chest. Like this. Five, six, seven, eight. The fourth task is to open your hands with your palms down and place them in your lap. Like this. You know you just went through a lot. I know, but do you understand? Yeah. Alright, you may begin. Alright, so we're starting to one, two, three. Just do the best that you can remember. One, two, three. Okay? That's the first step. Then what? And then we're going back. One, two, three. Good. Let us know when you're done. I thought you were telling me the items. Then we're going to my next step and I don't remember. Okay, that's how we ended it. Yeah. You got it? One more time. Alright, Alright, sir. So we have one more task. I'm going to need you to stand up for me. And turn around, face the boat, put your hands behind your back and put your hands, your palms touching each other with your thumbs up. Okay, double them. Double them if you've got shoulder problems. Okay. So get one on there. We're going to make it comfortable for you. We know your shoulder's hurting. Okay? Tell them what's happening. Alright, so right now you're going to be under arrest for suspicion of DUI or BUI, voting under the influence. And we have a station that you will be able to choose if you'd like to go. Let's find out if there's somebody that can drive the boat. Nobody else can drive the boat? We don't have a driver. Okay, that's fine. That's a good answer. I'd rather you tell me that. So what we can take you to is we can take you to Marjory Park. You're being cooperative, which helps out a lot. Is your wallet on the boat? We can't take you to your ramp. Where is it? Okay, what's your wife's name? You want me to test you first to make sure? Listen, hold on. If I test you, if you fail, you're not driving the boat anyways. You're fine. You're not going to get in trouble. But I promise you, if I let you drive, and you make it 75 feet that way, somebody's going to stop you and check you again. I don't know. Why don't you just check? I'll check both of us if you want. You're not going to get in trouble if I check you. Yeah, that's fine. Yeah, you're fine. Do me a favor. Grab one of those life jackets on. Angelica has his wallet. Angelica? Angelica? Come on, officer. We're going to go to the back of the boat, okay? Okay, what I want you to do is I'm going to check your eyes. Hold your head still. Don't tilt it back and forth, okay? Okay, don't drive. Okay? No. Nope. Can we put it on Davie Islands and then we can figure it out? We can take you to Marjorie Park right up here, where the fuel dock is. We can go to Davies Island and we can figure it out. She didn't drink, but she doesn't know how to drive. Okay, so hold, hold, hold. So we can't do that because here's how it goes. If anybody else gives her direction on how to drive the boat, you're the operator, not her. So she's got to be able to do it on her own, okay? I'm just trying to keep everybody out of trouble, okay? So, only three medallos? Yeah. Only three? All day? What about the Patron that's in there? All of them. Don Julio? That's why I brought them. You didn't have any Don Julio? No, I didn't. I had three medallos, which I brought for myself. Okay, do you drink often? No, I'm actually, it's my dry January. Okay, are you, did you take any drugs today or anything like that? No. No drugs? Okay. So when we get back, there will be an opportunity if you would like to submit your breath for the purposes of determining if alcohol content. Would you want to take that test? I will need to read that. Okay, she can read it to you. We'll go over it when we get up there, you're going to run through it anyways. Just so you know, if you refuse, it'll be another charge. I'm just making sure you're aware, that's all I'm doing. Whatever I say. Right, so we have, we have the B .U.I. charge, if you refuse to blow, that'll be a separate charge. In the end, the captain was charged with operating a vessel while normal faculties were impaired and refusal to submit to a breath test.
