The way that he's got that stuff on the dash there, that's where the VIN number is. Makes me think the car is stolen. >> Okay. >> I'm waiting on my backup before I knock on the window. >> Okay. >> He'll be here in like 3 to 5 minutes, maybe a little less. Thanks for calling it in. We'll try to assist him. It's more than likely it's stolen. As soon as he wakes up, he'll jet on us. So, I just get to a safe place at this point. >> Okay. Okay. You You're telling us we should get to a safe place. >> Yeah. People who steal cars sometimes have weapons and stuff like that, so. >> I just looked in the window. There don't appear to be any weapons there. >> Yeah. >> There are two different license plates that I can spot are nailed. >> Oh, interesting. Oh, uh I can't tell you what to do, but I wouldn't go there if I were you. >> He's too ballsy. I've heard that before. Like, it's not worth your your safety. >> Did you get a picture of it? >> Yes, I did. >> Okay. I would, yeah. >> Oh, you got the VIN. >> I'm going to hop in my car real quick and run that VIN number to see if the car is stolen. Like I said, I'm I'm not going to tell either of you what to do, but it could be a little dangerous if he wakes up. >> Wait, man. I told you I was going to >> She took a picture of the VIN. It comes back to Harris Ford. It belongs to a dealership. That same thing that I ran, it gives me a return for a red Honda Accord with tinted windows that's stolen out of Clark County, but I don't know why that return would come back when I run that VIN. It's a totally different VIN, totally different plate, totally different car. >> Well, let's just treat it as like suspicious and obviously put So, do you want to just walk the front and uh try to get him out and go from there? >> Okay. So, you're going to block Do you want me to move at all, or are you >> Yeah, I don't think there's really other anywhere else for another car, so you're probably good right here. >> Okay. Do you want to get a Do you want to get Allen out here as a third? If we're going to block, I think we probably should have a third unit. >> Sure. >> So, when we go up, we have to come up all on driver's side, his driver's side because we don't want any of us to get sandwiched. He's likely to turn left, but if he turned right, then we would get squished, so we got to be on the driver's side. >> Let's just stay warm in here while we wait. >> I'm maybe 95% sure this guy stole my mail. >> [snorts] >> If it wasn't so long ago, I'd have to pull the video up. >> You saw it on your ring camera or you saw it in person? >> I watched it in person and then I pulled it up on my cameras. >> Oh my gosh. Bro, that's it. >> You think so? >> Look at the front. >> Yeah, I think you're probably right. >> Look at the rims. >> Yeah. >> They're stealing It's one, two. >> How many do you broadcast lot? You're like, "Yeah, we have PC for mail theft." >> Do we have terminators just in case? >> I can check the back, but I don't think so. >> Do you have a Do you have a terminator? >> I don't. >> Okay. Pull up and or he's in better position. You can pull up whenever you're ready. We don't know if the car is unreported or not, but this is really interesting. Here, pull up now. >> I have him on camera. A month ago, he was stealing my mail. At my house. And he's got a bunch of mail on his dashboard. That's one potential >> charge. And then obviously DUI. We're not sure if this vehicle is stolen or not, so >> I'm going to give him commands, basically direct him right over to you. Give me a thumbs up when you're ready and I'll cover you and everything. >> I'll be lethal, I'll be taser or vice versa or yeah, I'll >> This is the Seattle Police Department. Subject is sleeping inside the Audi. Please come out with your hands up. >> And nothing in them. All right. All right, we can just approach and see if it's unlocked. Can I move up on you? >> Yes, sir. Moving up, ready. Ready? >> Go. >> Three. >> I'm going. >> Two. One. >> All right, let's keep a visual here. >> Locked. >> He's got a fake badge. He's got a badge around his neck like one of our badges with a clip on it. All right, I'm just going to start banging on the window. >> Open the door. >> Seattle Police, open the door. Open the door. Get out of the car. Get out of the car. Get out of the car. >> Nope. Come back, come back. Come back, come back. you to stop. Passing through multiple parked vehicles. Making the vehicle >> We have two patrol. This is my patrol is out. He's high-centered on the concrete. He's stuck into that car, too. He's stuck in the Honda, too. He's going to keep trying to drive around. He's a serious danger to the public like this. My car still works. I'm going to get I'm going to get in. >> Yeah, follow. >> You want to hop in? In case we got to move. >> Yeah. >> Should I request like pursuit authorization here if he tries to go cuz I don't know what that is spinning. All right. Let's just keep Let me get my rifle and my 40. >> Is your vehicle disabled, too? >> No. Here, hop in. Hop in. You You drive. Just push me back. So, I'm going to call Sarge. >> Hello. >> Hey, Sarge. Wanting to ask you about pursuit authorization if he tries to drive down on road. I don't think he's going to make it out of this parking lot. If he can, he will. >> sound. It's icy. He's going to He's going to definitely crash somewhere. I also have him on I have him on video on my home camera stealing my mail. Stealing my mail. Stealing my mail. Yes, about a month ago. Yes, on my personal home cameras, yeah. At the moment we have DUI and potentially This is the car's suspicious as well. We're just standing here. We're just standing here watching him cuz we can't really do much else. Jeez. I don't think there's anything else we could be doing right now. really He's getting If he gets out, are we we're chasing him, right? No? If he gets out, yes. That The driver door just came open a little bit, so get ready to run. I can 40 him as well. You got a 40? Yeah. His reverse gear is is like shot. It's not even rolling anywhere. Hey, you're just racking up more charges. Buddy, get out. I don't even think the tires are spinning anymore. I don't know how we're going to get him out of this car though, unless he gets out on his own. This obviously not safe to approach in any way. I can get my rifle, but I'm not in a good position to chase if I get that out. He's He's not revving it anymore. I'm thinking about him getting out. GET OUT OF THE CAR. SEATTLE POLICE. SEATTLE POLICE, YOU'RE UNDER ARREST. Get out of the car. His car appears to be disabled in the parking lot. He's still trying to drive it, but he has not exited the vehicle. Seattle police, get out of the car. We've been kind of at a standstill like this for past 7 to 10 minutes. Sir, put your hands out the window. He might not be able to get out. Right now it looks like his window's down. All right, if you guys are Put your hands out the window. DO IT NOW. >> Keep your window down. What? Talk to who? I still can't hear you, man. Can you get out of the vehicle? All right, listen. You need to turn off the vehicle right now. >> Okay, he turned the car off. >> All right, please drop the keys outside the window for me. Take the keys out for me, man. Just put them on the roof. My name's Officer Weiss. There's five of us here. Listen, if you're compliant with us, this is you're not going to get hurt. We only have these tools here in case you're not compliant. I'm holding a 40 mm impact tool. It hurts really bad, but I will not shoot you with it if you're compliant. All right, you need to get out of the car. That's an order. >> Over the next 40 minutes, the officers continue trying to get the suspect out of the car. After learning his name is Kevin, they get closer to convincing him to turn himself over to them. >> All right, Kevin, you ready, bud? Are you ready? A badge? Okay. >> Oh, a bag. Oh, a bag, okay. >> Got it. We'll grab those for you once you walk towards us, okay? Just leave them there. We understand they're really important to you though. We won't leave them behind. Yes, we have a cigarette right here. All right. Keep your hands up for me, bud. Keep your hands up. >> Hands up. >> Kevin, hands up, please. Okay. Okay. Walk to All right. Walk Thank you. Once you fix your pants, please walk towards us, okay? You understand we don't know what you have. That's why we're asking you to keep your hands up. I know, but we don't know that. Yeah. It's here for our safety. Just keep Keep your hands up and we're not going to shoot you with anything. Okay. Okay. All right, hands up. Please leave All right, Kevin. Walk towards me, please. Okay. Thank you for being cooperative. You're good. Got her hands. Yeah, go grab it. >> Kevin, I've searched his system as you've been being video and audio recorded. Thanks for coming out to do this to get worse. [snorts] Uh only thing I need to ask you is if you have any uh medical emergency right now, anything going on? Okay, thank you. >> All right, Kevin. You have the right to remain silent. Do you understand those rights? Okay. All right, let's walk over to patrol car up the hill here. This one's a little bit broke. The other one's completely broke, all right? >> [snorts] >> We're going to head this way. >> I didn't see anything immediately. >> Well, there's mail in there. There's a lot of mail in there. And he's I have this car on video at my house a month ago stealing my mail. >> Uh oh. >> It's like a different investigation, but I wonder if some of my mail is in there. >> The suspect, 31-year-old Kevin, damaged [music] two squad cars, a 2018 Chevrolet Cruze, a 2014 Honda Civic, a 2016 [music] Jeep Wrangler, and a 2019 Toyota RAV4. The total estimated amount of money all these vehicles cost is $113,000. Kevin had a warrant for felony domestic violence harassment at the time of the incident. In addition to the warrant, he was charged with first-degree felony malicious mischief. He is presumed innocent unless proven guilty in [music] a court of law. >> Now, I do believe the officer blocking Kevin in at the beginning was a good tactical decision. Seattle police actually allows trained officers to use vehicle pinning to prevent a suspect's vehicle from fleeing, but you saw the limitation. Now, here's where the case gets interesting because the Audi was eventually confirmed not stolen. But, officers reported finding suspected methamphetamine and a meth pipe inside. They also found mail with different addresses, although the report doesn't confirm whether any belonged to the officer. Police even obtained a warrant for Kevin's blood and had it drawn at the hospital, but apparently he wasn't charged with DUI. But, what I will say is this, considering everything officers reportedly found, the charges he ultimately faced could have looked very different. Sometimes catching a break doesn't mean you made good decisions. It just means the consequences didn't catch up with all of them.
