I don't know that. I don't know that every single cop that wears a uniform is a decent human being. Just like I don't know every doctor that wears a stethoscope is a decent human being. >> In early 2023, the Fremont Police Department received a report from a school counselor regarding Officer Kagemichael Robey. A teacher at the school had overheard students discussing plans to meet with Robey at his home in Monroeville. The department and the Ohio Bureau of Criminal Investigation BCI launched an inquiry during which a 17-year-old student confirmed she had been communicating with Robey on Snapchat. She stated that he requested provocative photos and suggested they meet in person despite knowing her age. >> So, obviously there's nothing that I can tell that you would have done that you would have been charged criminally for anything like that. However, um you know, especially with young people on Snapchat and stuff like that, if you're under the age of 18, if you send any nude photos or selfies or anything like that, technically it is a crime. Um do we charge people with it? Not all the time because we understand that young people, and you're almost an adult, um they tend to do stuff like that. Just that's what we we try and preach and and sell to a lot of these young students is if you send nude pictures of yourself and somebody's in possession of it, for one they're in possession of child cuz if you're under the age of 18 it's child. Um and then you and if they send it to people or show people, it's called pandering obscenities involving a minor, um which is a pretty serious offense. And also, if you take pictures of yourself and send them to people, it's also pandering obscenities. It's it's it's it's it's a law that is kind of goofy because if you have a boyfriend and he sends you pictures and you send him pictures, I mean, are you breaking the law? Technically, but I mean, I understand I understand. Like, I get it. I I understand that people um who have that attraction and stuff to each other are going to send, you know, especially if they're already uh to a certain level of maturity they send pictures of them. But technically it's against the law. It's different um and I'll just be honest with you um it's different because he's a cop. If he worked um at Walmart or something like that, it's different. Um, and I'm not telling you that because I'm encouraging to get involved in a relationship with 24-year-old men. I'm telling you that um because I'm going to be honest with you. I'm not I'm not you know, if that's what you're if that's what you're looking for, I'm going to be honest, it's different because he's a police officer. Um through Cage's phone and they find pictures that you two exchanged or that you gave him or something that qualify as lewd photographs um then he's probably in some trouble. And um >> Which is not your fault. >> No. If but if you're here asking questions, I will answer them truthfully. It's not your fault. It's his fault. He made the mistakes. >> Cage Michael Roby was hired as one of seven new recruits for the Fremont Police Department on February 21st, 2022. At 24 years old, he began his field training that spring and successfully completed his probationary period by late 2022. During his time with the department, Roby was a visible member of the force, even appearing in official social media posts alongside fellow officers to mark his transition to full-time status. However, just a year after joining the department, his career ended when an investigation by the Ohio Bureau of Criminal Investigation exposed a pattern of inappropriate conduct with a local student. >> talk about sex that you guys had? >> No, it was kind of like there was like a lot of comments, but that was like one of the bigger ones. >> Okay. All right. >> And like he made like more comments like that, but it was just like that was like the bigger one. >> Did you make any comments back to him? >> I didn't say anything like to him. I was just like, "Oh, yeah." >> Okay. >> Like >> You guys for a second there you guys were kind of on the same page. Like you were going to go and you were going to hook up and then was this somebody that you were going to go your separate ways with or you thought maybe maybe you hit you there was something there because you had this attraction for him or you just it just was going to be what it was going to be. >> It it was just going to >> Okay, fair enough. Yeah, fair enough. I appreciate honesty. Um there's nothing wrong with being honest. Again, you didn't do anything wrong. You know, and under different circumstances had he not been a police officer maybe he didn't do any you know, I mean you guys could have had a fling or whatever what whatever you were going to be. It's just in this situation, >> [clears throat] >> bad. Now, in your situation maybe you should stick to people a little bit more around your age. [snorts] I understand 24 is not that much older than you. And I'm sure that you've probably are more mature than other people in your grade. I know you are because you wouldn't have reached out you you wouldn't have thought you were going to do what you were going to do um if you weren't to a certain level of maturity. I'm assuming you're not staying at home on Friday nights and watching Frozen. >> Right. >> Like so I I mean I I I I I get that. >> She's an athlete and >> What sports do you do? >> Track and field. >> Do you >> Yeah. >> Good for you. Now, I again, so it back to you decided not to go because it was raining and you didn't want to Yeah, and then two because you knew your teacher knew and you thought that some [ __ ] was going to come out of it. Fair enough. Did you think that you were going to get in trouble or he was going to get in trouble? That's why you didn't do it or >> Um I >> Or both? >> Yeah, like both of us were going to get in trouble. >> Yeah. So you were at one point generally concerned that you didn't want to get this guy in trouble. Admirable. I'm >> Mhm. >> Good for you, you know, cuz he didn't care enough not to get himself in trouble. I I'm what I'm thinking is that maybe he just thought you wouldn't get caught. At some point maybe you thought you wouldn't get caught. Like you could just do it and So >> Am I allowed to add anything that we have talked about? Are you comfortable with that? So, I'm just kind of sitting back. What I think I remember I heard was that you really did like this guy. And that you were thinking about going over there, but then he said some scary things to you. I might have misheard. I do this all day long and sometimes my stories get crossed. I just want to make sure that manipulation, passive manipulation, is a lot different than you better get your over here or I'm really going to be mad. Where, oh come on, you know, you know I want you to come over and I'm not going to be able to sleep, baby, if you don't come over. Do you hear the difference? Where what Where were those statements? >> It was like like just like here, like trying to flip out at the teacher. >> Okay. Okay. Like if you don't come over, there's going to be trouble for you. It wasn't like that. Okay. >> He was just a guy that was saying like disappointed because I'll be honest with you because he thought he was going to have sex with a girl and he wasn't getting it. Right. I mean, that's just it is it is what it is. Okay. Were you disappointed that you didn't go? >> Yeah. >> Okay. Yeah. Because of the rain? And then you thought you were So, what made you Your teacher found out because you were telling your friends? >> I was talking to like one of my really close friends about it. And then someone that was sitting next to me like overheard because I know him. >> Mhm. >> And then like she told my teacher. And then I could like tell my teacher knew because she was like I just like knew. >> Okay. You just knew that the gig was up, like that was what it was. Well, I'm glad that you told somebody because otherwise it could have got way worse cuz if you guys would have actually had I mean it could have been a lot worse for him. Now, I'm not I'm going to be honest with you. If if you sent him pictures like provocative revealing pictures that are going to have nudity on them, he's probably in trouble. Now, we don't have that Snapchat information yet. I don't. But, we have your phone and his phone. Um and all the pictures that you've ever took or all the pictures he's ever took or Did he send any pictures to you? None? Okay. But, he's Did he ask for those pictures? Okay. Did he ask for every single picture or did you ever send any on your own or >> No, he asked me for them. >> Did he ask you specifically for nude pictures? Did he? >> And again, none of this is to shame you. No. I have sent pictures that no one has asked for. So, it's okay if that's true. It's okay that if you weren't wanting to do that, it doesn't >> Yeah, that is not a knock on you in any way, shape, or form. >> He's just asking. >> Yeah. >> For all the right reasons. >> And every question that I ask, I have purpose for and I understand it doesn't make like If you sent him an unsolicited pic, meaning that he didn't ask for it and you just sent it, that's I don't care about like that's They got nothing to do with my case. I don't care. Um it's different. It is different because he could have said, "Whoa, whoa, whoa, whoa, whoa. Like, I don't want that picture. Like, you're not 18. I can't have that picture. Like, that's different. But, when you're asking when he's asking you for the pictures and you send them and he tells you not to stop, that's different. Right? I'm not shaming you because if you decided just to send a guy that you thought was attractive and and let's call it what it is. You thought you were going to have sex with this guy. Like, I'm not a robot. I know how this works. Like, I get like you have this attraction, you're sending pictures, you guys are flirting. It is what it is. You're building up to the situation. I understand that. >> And you liked him. And you >> As much as you can like somebody without meeting them. >> It's unfortunate that he didn't I'm even talking about him in general. Like adults If you were saying inappropriate things to me, it happens. I would be like, "Oh, no, no. That's we're not doing that." >> Yeah. >> Right? Because [clears throat] I am a person of power. Let alone a cop. >> He has he has an obligation. Let's call it You know what obligation is? Doing something that you don't want to do. At this point, he had an obligation he probably did not want to turn down, you know, some more. Let's put it that way. And he he has an obligation to because of your age the fact that you're in school, he did not do that. He did not fulfill that obligation. Like he has an obligation. You said you liked him. Did you like the conversations you were having or you just liked him because he was a good-looking guy in uniform? Like what what was What was the reason that you felt you liked him? >> Um Like I think it started cuz I just thought he was really hot. >> Yeah. >> And then like I was like Snapchatting him and then I was like >> Some of the best looking people I've ever met are some of the worst people I've ever met. So keep that in mind. Don't just like somebody just because they're attractive or you find them attractive. Like um So what which also leads to not letting yourself get into sticky situations. Like yeah, there's people online that are online are going to appear appear to be attractive people. Um But it's >> a great >> until you >> learning lesson right now. >> Until you hear the words that come out of their mouth or how they think or their actions, it's hard to like a person. So don't let yourself get sucked into that social media flaw of I mean, I probably look better on Instagram than I do in real life. You know what I mean? Like it's it's it's it's it's a real thing. So don't let that make you or let you make poor decisions because the next person could be dangerous. Like I don't think that Kate Ruby is a physically dangerous person, but I don't I thought I knew him before and I didn't. So I can't sit here and say you could have went over there and did what you were going to do and it was to be 100% fine. I don't know that. I don't know that every single cop that wears a uniform is a decent human being. Just like I don't know every doctor that wears a stethoscope is a decent human being. I don't know every priest that wears a robe is a decent human being. I don't know that. You don't know that. You have to use caution and never let your guard down with anybody because it's scary. >> Okay. >> Cuz I know he like to talk to a lot of like I don't know how I'm going to say that. >> You say whatever you need to say. >> talked to a lot of other younger girls. >> Like who? >> Like well, I know for a fact um Paxton like to come over and all this stuff. You know, I remember she told me about it. Yeah. >> Where is she from? >> She's from Fremont and like just other stuff. >> What grade is she in? >> She graduated last year. >> Okay. All right. How did you meet Gage? >> I don't know. Volleyball game. Like I didn't like I just like saw him. >> Okay. >> He's hot. >> Okay. Was he like in uniform? Was he not? Okay. So, you just thought he was good looking. He's not ugly. I mean well, you know, he's a younger guy, you know, works out, good looking, looks good in uniform. Okay. Did Was Instagram is that how you guys met started talking to each other or Snapchat? >> had like we had like a volleyball like Instagram page and like when he came to our first game we're like all my teammates like oh damn and like tell him to come to our next game cuz like you know, Officer Scully comes to watch. >> Yeah. Yeah. Yeah. >> So, we're like like DM'd him and DM'd him so I just like hey like this girl volleyball like we'd love for you to come to our game. He's like okay well and then he would just come with Officer Scully. He would never come by himself. >> Okay. All right. Just with Scully. >> Yeah, and they'd only be there for like a little bit. Like however much >> Yeah. >> Officer Scully can watch him like playing. >> All right. So, then when you guys started talking on Snapchat did um you add him or did he add you? >> I added him but I didn't think he'd add me back. >> Okay. >> And I got his Snapchat through >> Okay. >> Yeah, and then gave it to Savannah and like yeah, but like be careful and let me know if he says anything because blah blah blah blah blah." >> Do you know if Did she start talking to him while she was in school or >> I don't know. I mean, me and him aren't friends anymore, so I don't really know. >> Do you know if they like hooked up or anything like that? >> Don't know. >> Okay. So, you added Gage. What's your Snapchat name? >> My username? >> Um so, he added you >> Oh, yeah, he added me back. >> Added you back. Did you start talking to him or did he start talking to you? >> I think he like sent me a like a snap and then deleted it. Okay. And then [snorts] I was like, "Why?" Or maybe it was like a streak or something. It was something like random, but like you could tell it was just like get my attention kind of. I don't know how to explain it. Like you just like So, you can like send snaps and then delete them. And like usually you do that if you like want someone's attention or unless you actually didn't mean to send it to someone. But I had one snap like I feel like a few weeks prior, so my name would have been down on his list. >> Yeah. >> To the point where it's like you can't accidentally send me a snap. >> About what time was that? >> I don't know, but I just remember it was in school. >> Oh, what Like what month? Give me a rough period. >> Like end of September. >> Okay. >> It was like I was leaving my friend's volleyball game and like I like we were just like snapping back and forth, I think, something. And he was like, "Oh, like show me like your pants or spandex or whatever." And I was like, >> So, he asked you for a picture of you in your spandex. >> Basically, yeah. >> Okay. >> And then everything kind of just like Well, how I looked at it was like Oh, like everybody wants this, officer. Like he's I don't know how to explain it. Like this I don't know. But yeah, so then just kind of went from there. >> So, was it like I'm not going to try to make you feel uncomfortable or anything like that, but did it kind of make you feel good cuz you were talking to this guy that everybody wanted? >> Yeah. >> Okay. Uh which >> And at first I didn't know he was 17. I'm 17. >> 17 what? >> 18 in May. >> So, I mean, that's making you feel uncomfortable, but you got this good-looking guy who's showing you attention and stuff like that. Everybody wants him, so it makes you feel good that he's talking to you and you're talking to him. Okay? You did nothing You did nothing wrong. >> I did though. I feel like >> Why do you feel that you did something wrong? >> Because after we had this assembly at school and officers were talking about it, which I didn't know these laws and rules, and then I was just like >> So, when I say you didn't do anything wrong, it's not that you didn't do anything wrong, but as a 17-year-old girl, you're allowed to make mistakes. Um were you fully clothed in all of them? >> Um like >> Okay. >> Like I don't know how to explain it. Like kind of >> Do the best to explain to me. Were you like in your underwear? >> Mhm. >> Okay. Bra and underwear? >> No bra. >> Just your shirt and underwear? >> Yeah. >> Were you ever nude in any of them? >> No, I don't think so. >> Don't think so or maybe? >> I don't think so. >> And I'm not I'm not judging you. >> Yeah, I'm not judging you. >> I understand what >> So, I I understand that when you're physically attracted to somebody like I get that. We have wives and stuff like that. We dated them before. I understand how this works. When you text back and forth and people ask for pictures like we're not robots. We get it. Like So, you So, you're sure you didn't send any nude pictures or >> I mean like Ah, this is so awkward. Like the underwear I was wearing is obviously like >> Revealing? >> Revealing. >> You weren't sending like what referred to them as granny panties. >> Right. Exactly. >> You weren't sending those. You were Were they like thong underwear? >> Yeah. >> Were Were they like your where your butt was exposed in them? >> Kind of yeah. Well, not kind of yeah. >> Oh, yeah, they were. Were they like like kind of provocative like like were you trying to be sexy? >> Yeah, kind of. But, like he like would ask for them and it was kind of like a >> He was asking for them? >> Yeah. >> Okay. >> And it was like a like a begging kind of. I don't know how to really explain it. It's like, "Please." And then he would be like, "You can't tell anybody. Like it's going to ruin my life." Da da da da. And then that's like when I got to the point it was like >> But, did he actually ask for nude pictures? >> Yeah. And told you not to tell anybody? >> Yeah. And like that's when I told my friends, well like two of my close friends. And then they were like well you need like not talk to him and like block him and stuff. And then Snapchat has a thing where you can un-add somebody but they can still text you. >> Okay. >> So that's kind of what happened. It was like they were still texting through like the un-add. I don't know how it just it's a new update. >> Did he ever send you any pictures? >> Yeah, like two. >> Of himself? Were they nude pictures? Of his what? Of his body parts? >> No. Well, yeah, of his >> his >> Yeah. >> He sent you two pictures of his >> Yeah. >> Okay. Did he say anything with them or >> I don't think so. I can't really remember. This was a long time ago. Like >> Did you ask for them or did he just send them? And it's okay if you asked for them. >> I don't think I asked for them. >> Okay. >> I mean it was just like a back and forth like thing. Like >> Yeah. >> I was a teenager >> Sure. >> Yeah, kind of I I yeah. >> Go ahead. >> No. It's just you can go ahead. >> Um So did you Were you going to Were you going to say you kind of asked for them? >> No, I don't think I asked for it. I can't remember if I like ever like asked like anything for them. >> So if it was just like a back and forth >> Was it a picture for picture like when he sent you a picture of his Did you send him >> Yeah, it was kind of like he would like ask for more. >> At that point did you send him a nude picture or were you nude? >> No, I I was I think I was always in my like underwear. >> Okay. When you guys talked, you kind of back and forth did you guys ever talk about sex? >> Mhm. >> Did you talk about having >> Mhm. >> Okay. Like would you call it sexting or like would he just say I want to have sex with you? Would you say I want to have >> More sexting than anything. Sexting than anything. I don't really I don't really know how to explain it. It's hard to explain it. And it's hard to remember everything that was said. >> Do you have any of the texts or anything still? It's all on Snapchat. >> got really gross and like blocked him. Well >> told me he's like an officer came up to me at work and mentioned your name. I'm like I hope you never tell anybody about it again. I was like why would I tell anybody blah blah blah blah. >> Did he threaten you in any way? >> I don't really think so. It's just him basically kind of I feel like it's more like gaslighting like it's going to ruin my life like I don't want to lose my son. >> And all this stuff. >> He said that he wouldn't be able to see his son. >> Yeah, like he he needs to be in his son's life. Just like stuff like that. So. >> Did he ever get you to Did he ever mention you coming to his house or anything like that or meeting up with him? >> Yeah. >> What? Tell me about that. >> Well, it was the first time he like asked me like for pictures or whatever and then you know. And then he's like something about if you didn't tell anybody [snorts] like you'd be here by tomorrow or something. And then me being stupid I kind of just kept going along with it and then I I end up going to his house. >> You did go to his house? >> Mhm. >> Where? >> Mineral Bluff. And then you know whatever and then after it was like really like >> Back up. >> Oh, going to back >> [snorts] >> back it up. >> When you say I know whatever, did you have sex with him? >> Mhm. >> Okay. How many times? >> Only once and it was like not I don't know how to explain it. >> Did you [snorts] use protection? >> Yeah. >> Okay. >> And that's when I kind of got like >> Did he tell you that not to tell anybody? >> Like weirded out and like uncomfortable. >> So you were still Were you still playing volleyball? >> Mhm. >> When this happened? October first? >> might have just ended or it's just about to end. >> Okay. >> I can't remember when volleyball ended. >> Okay. So you go there, you have sex, you leave, you come home. Did Did you tell Grandma and Grandpa you were going to a friend's house or >> I said yeah, my friend's house. >> Okay. He was a Vanguard student? Okay. And when I was in the Vanguard class the other day with the teacher I was sitting next to the teacher >> Mhm. >> and she said there was a she said I saw a picture of you on Instagram. >> Mhm. >> Her and who is I said it's Roby and she said what what's his Instagram name or whatever so I I'm not telling you that. [snorts] >> Okay. >> And she was the one on my followers whatever and so on. >> Okay. Um do you have any reason to believe that she contacted him? >> I have no idea. >> All right. Has had a conversation with you about him or contacting him or >> No. >> Has she ever reached out to you through your Instagram? >> Um tell me about your interactions is she like just what kind of student she is, when you see her, how how is she? >> Um she's like high energy like always like talking about like the weekend and like very outspoken like what the teacher about like the stuff like like she does like like on her free time and stuff like that. >> Um how about uh the teacher I just got done talking with the teacher. But there's no allegation against you. >> Okay. >> Okay. Um she said something to the effect of uh the girl's a little outspoken and she's had to help me out with this correct her on some statements she was making but she didn't really say she didn't say what type of statements or anything like >> I know like um the teacher mentioned because her >> Mhm. >> mentioned like how like the um how the students had like a cake or whatever one day apparently it's like the anniversary of the album like lost her like >> I guess. >> And like she talked like to the teacher openly about like on like drinking on like like on on the weekends and stuff like that. >> So maybe that's what Okay. >> [snorts] >> So the he was present asked who Cage Roby was >> Correct. I was >> and asked for his Instagram. >> Correct. >> And how long ago was that? >> It was the last day I worked there so So, have been Wednesday. Yesterday. >> So, the teacher knew that it was when? >> Yesterday. >> Yesterday. Okay, so the teacher knew that >> The girl was asking >> The girl was asking about that to you. >> Correct. >> Okay. >> Because um she was saying >> Yesterday. So, not weeks ago. >> Correct. >> I I took that picture. You guys look nice together. That's what the picture she showed you. The one that Did you see this in the Des Moines Register, Brandon? >> Yeah, it was it was my girlfriend saw it in the paper. >> Yeah. >> Interested in like how everybody how a lot of these girls are interested in Cage. She's like, "Oh, who's that?" >> Correct. >> Okay. And the teacher was there present yesterday. >> Correct. >> And asked for Cage's Instagram. >> Correct. >> And you said no. >> Correct. >> Okay. Do you know anything else about about >> I've heard other stuff about about him in general, but but nothing new. >> Just Cage? >> He asked her for like a threesome and then after there after he left her apartment after he It was after he got off work here, he went to her apartment and was told and he started like texting her, I guess. >> Mhm. >> A little overbearing. >> Is that how she described it or >> She just said that >> That he was messaging her. >> Yeah. >> So, like when you said force himself upon her, like fully like >> She would apparently like like she would like he was trying to make a move on her or whatever and like she just didn't want it and he just kept trying. >> So, it would have been >> So, she just he was trying >> Persistent. >> Persistent and she denied him. >> Correct. >> Okay. >> Mhm. >> Um that I don't want you discussing this with a um until this is over uh to protect the integrity of the information. Uh and at some point I I will talk to you in detail about what this is all about um but basically the reason that you're sitting here and talking about it is there is a there is a reference that maybe this girl knows Cage through you. >> Right. >> And that's it? >> Yeah. >> That was That was all that happened? >> Yeah. Yeah. So >> It was It was shortly after It was So I got in there at I think I clocked in there at 8:20-ish. Uh 8:25. She asked me that. >> Okay. >> She asked me that. >> So it was pretty soon after you arrived there. >> Right. It was right in front of her whole class. >> Has Cage tried to call you today? >> No. >> Okay. >> I haven't. >> But you're sure it was yesterday? >> Correct. Cuz it was the It would have been the first day I worked since since that picture was taken. >> It is a good picture. >> Mhm. >> Uh that's all I got. You got it. That's it, Sheriff. >> Yeah. I try not to get in people's business or >> Sure. >> throw people under the bus or whatever. But uh I know he was one of the Chipotle workers told Sergeant here that that they wouldn't allow him They wouldn't allow him He shouldn't be allowed in like like no more like the high school events and stuff like that. >> Yeah. >> Why? I have no idea and that person doesn't know either. >> Okay. The sergeant doesn't know? >> Correct. >> Okay. Just it was just a comment made. >> Correct. >> Okay. >> Well, he's down in the basement. He won't hear it. >> That's all right. Uh anybody else in the house? >> My wife. >> Just your wife. Okay. >> You know >> Can she yell down for him and just have him come down? >> I can yell down for >> Or just yeah, if you can get him >> I'll yell down and have him come up to us. >> Thank you. We appreciate it. >> Yeah, I'll go and get the passport. >> Good Friday. >> He's just kind of weird with me. >> Yeah, um He's not going to run. >> No, I I didn't say he'd run. >> It's all wind. >> I just Yeah, he can do it quickly though. I just didn't know. >> Yep. >> Stay right here. >> Thanks. >> I have your ID. >> I have your passport. This is all unnecessary, man. >> That's right. They said they had to >> You got You got some shoes on there? >> Uh They Yeah. >> I I You know what this is all about here? >> I don't >> Okay. All right. Is there anything on the bond? >> Yeah, I I don't know what it is. >> On the paperwork I have it in there. Um I'm sure once you get there you know >> I'll look around and I'll see what's going on. >> They'll have it on there. You know what I mean? You want to leave your chains here? >> Uh >> You all right to take them off at the jail? >> They're going to take them off there, yeah. That's why I said do you want to leave them here? >> Thank you. What What am I being held for and what am I >> Uh it's a 54. >> Just indictment came down. They asked us to pick you up. >> What's the definition of that? Cuz I never had So they want to know the age of consent. >> I don't know anything about the case. >> the warrant? >> I don't know anything about the case. I don't know anything about the situation with the case, the investigation. All I know is they handed me a warrant for that and here we are. >> So where is he going? >> Huron County. >> Following the launch of the investigation by the Ohio Bureau of Criminal Investigation in February 2023, Cage Michael Robey's career with the Fremont Police Department came to an abrupt end. Faced with the mounting allegations and the official inquiry into his conduct with a minor, Robey submitted his resignation from the force.
