Can I just get your name? Thank you. >> Okay. Thank you. You said you saw you saw him down here by the little >> pes down here and he's about ready to cross the intersection. I'm like, >> "Dude, you're going to get run over." I mean, like in the car. >> I asked him, I'm like, "Are you supposed to be out here? You look awful young." And then he just got out of the little pike. So, he run all the way up the street. >> Okay. >> And he has like paint on him and >> Okay. >> Yeah. So, I don't know what's >> All right. So, you just saw you saw him down there. You asked him if he was okay and then he ran back up here. up here. Try to get into the front door. >> Okay. >> Front door is open, but he can I don't know what's going on. >> Okay. You doing all right, bud? You're all covered in paint, dude. Knuckles, what you doing in there? You got your You got your mom's phone. >> Mommy here. All right. I'mma knock on the door. Okay. [Music] You doing all right, bud? You got your phone there. Beacon Police Department. The child does live at this address. I just talked to a neighbor that said they'd sleep in. The front door's cracked, but I can't make contact. >> Oh, you got a gift there, bud. >> You guys have the kid? >> Yeah, he's here. But he was out playing around and front door's open. >> Oh. Smell it now. >> What's your name, buddy? How are you? >> What? >> Are you ready for what? >> Oh, no. >> He lives He lives here. >> He lives here. >> Yes. >> Okay. >> I just talked to the neighbor. He I IDed him. >> Oh, you did tell him. >> Parents live here. >> Okay. The door's cracked. I might >> That door's cracked. >> No, this one. >> I might see if we can get with the sergeant to see. >> Yeah, that's what I was going to do. >> Hello, police department. Piece of [ __ ] mind stopping out and talking to me? >> Uh, sure. >> Um, so you have a child that lives here? >> Uh, yes. >> What's his name? Inside. >> Uh, yes. >> He is. >> You sure? >> Yeah. Yeah. He's up riding around right now. >> Okay. Well, he's out here. >> He got all that. All right. He was He was down the street, actually. >> Oh my god. >> The UPS driver stopped. stopped and tried to get a hold of them. All right. >> Hey, he's he's going around to the other door. >> What the [ __ ] >> Get him back outside. >> Okay. Yeah. I have no idea at all how that happened. >> Okay. Like I was in his room. I was in his room picking up and like just picking up uh a little bit and then um yeah, he was just in the living room running around and yeah, I didn't get any doors open or anything. But >> is anybody else home? My wife, but she's uh she's asleep right now. >> Okay. Can I get your name? >> Austin. Yeah. Last name Peter. P E T R. >> It's okay. >> What's your middle initial? Huh? What's your middle initial? >> R. >> It's okay. >> Okay. And you said your wife's inside. >> Yeah. Yeah. She's She uh has been feeling great recently. So, she's just getting some extra sleep right now. >> Okay. Mind if I speak to her as well? Huh? You mind if I speak to her as well? >> Um I mean, you can, but she's like what's his name? How long's it been covered in paint? >> Um, since uh late last night. Like he was asleep when I got home. I I got home from work and I mean he did this while I was at work. So my wife but my wife's handicap. She isn't really able to get much. >> You said you said I'm sorry. You said your wife what? >> Sorry. >> Yeah, I got you're good. Um she's uh handicapping. She can't really get up on her own uh much like she can and her house was kind of fired out last night and she let me know that she couldn't get up give him a bath or anything. So I was going to give him a bath as soon as I got up. >> You guys got power and water to the house and everything? [Music] >> Any other kids or just >> uh him and then we got a couple cats. >> Cat. >> Yeah. Uh, yeah. Yeah. Hey, hey, [Music] >> tell me he's got a How long's he been in that diaper? Cuz it's >> It looks like I haven't been able haven't been able to get uh get him dressed yet or get him changed yet. I was just >> Where was he found? Down on the street corner, middle of the intersection kind of. And she said on he was on Cooper down at the end of the street. Does he have like a little tight mic kind of >> um he does like >> cuz that's that's what he was in down at the end of the street. >> Yeah. I have no idea honestly because yeah that the mud room door uh is uh is locked twice. It's a lock on the handle as well. And then uh same with this door. But uh I leave this one unlocked because it has like a uh well not I like I unlocked it when I was coming to you guys but uh it was uh it has like a child lock handle on it. So >> okay because he was found out at the end of the street and he ran back came and got in that front that front area >> that little stoop >> and this front door was open >> or this side door was open. >> How old is he? Uh, he'll be this four. Okay. >> If you just want to hang tight for a sec, I'll be right back with you. Okay. >> Let me talk with you if you want. >> I'm going to get on the phone with DCFS. >> Yeah, cuz I mean there's a horrible >> there's a really bad odor coming from the house, too. There's diaper covered in paint. Dad didn't know he was out. >> Thank you for Dad said he's been up for an hour. hotline. >> You said he said he's your guys's only child. You just have a couple other pets inside. You said, >> "Yeah, >> help me." >> Any idea how long he was out of the house? >> Um, >> I mean, the other first officer on scene knocking on the door for a while. Couldn't get anyone to answer. I just I assumed you only answered this time cuz I got pretty loud. >> Yeah, like I said, I was in his room. I didn't hear anything. Like, I didn't even hear any doors open. So that's what confuses me the most. >> So, but we you have no idea how long little guy was actually outside. Correct. >> Yeah. Like he was like I mean sometimes when he gets like really quiet then that's when I'm just Yeah. That's when I'm like all right. >> Cuz usually he just runs around from from the kitchen to his room to living room whatever >> and whatnot. So [Music] >> having a meeting with us and whatnot. You said your wife's inside, man. >> Yeah. >> You good if I go chat with her real quick? Just make sure she's okay. >> Appreciate you. >> Can you just tell me how to get there if you want? If you want to hang out here. >> Um, like I said, he's made a little bit of a mess, so she's right in here. >> Okay. >> Hey, babe. Babe. Babe. All [Music] right, we're good. We can go back outside and wait, man. That's okay. Jay, you okay? Are you okay? >> I'm Police Department. You okay? I'm just making sure you're all right. >> All right. Just want to make sure you're all right. We can go wait back outside, man. There's kittens everywhere in here. >> Yep. Yep. >> Look out, >> little kid. One of the strings that we brought in recently had kittens. So >> had kittens. >> Yeah, >> I got you. >> All right. So >> I'm sure I'm sure they said our cameras are on, man. So what's h what's happening now with given the nature of the call and everything? >> Sure you're kind of aware what's happening. Um we have a policy to go by. We're we had to contact we've got the DCFS record of the matter. Okay. >> Um I'll be I'll be completely blunt with you, man. I'm not saying this to be insulting. the inside of the house is unsuitable for a child. >> Yeah. >> Okay. >> Nice. >> Um, with that being said, we're not how it's going to roll right now. We're going to hang out here. We don't want to cause any more stress or anything to the child or anything like that. >> Mhm. >> On a technical level speaking, the child is in our protective custody currently. We're not going to remove you guys from each other. We're just going to hang out together. Okay. Is that a >> make sense? Explain that further for you. >> Are you taking him? >> On paper right now, the child is in our protective custody. Um, physically I'm not removing him from you right now. We're going to hang out here until we hear back from DCFS and they're going to come out and meet. Okay, that's how this is going to go. Um, again, everything I'm doing is in the best welfare of the child. Everything that I've seen in the home, >> again, I'm not saying any of this to be insulting or derogatory towards you, >> it's not right for the child to be living. >> He seems wellfed, and I've told everyone that he seems wellfed. >> Outside of that, though, he is he's filthy. Um that diaper's been on him I would assume for several days by the looks of it. >> Um he's he's got a matt matt of hair. I mean I get if you come home tired man it is but >> at the same time kid needs to be cleaned up before bed or something. >> Yeah, of course. >> Um >> I mean like I said like >> and we have no idea how long the kid was outside. >> He could have been outside for hours. Correct. >> I mean >> and I know you said you didn't hear him knocking. said, "My my suspicion is that uh you were probably asleep and didn't realize the kid got out and the only reason we got you woken up is cuz I I pretty much threw your door open and yelled pretty uh distinctively trying to get your attention." Okay, >> hang tight with Officer Car here for a second. We got to make a phone call. Okay. >> Okay. >> On board with that? >> Yeah. >> We got electricity. I turned the faucet on. It's got water. Um the house is absolutely disgusting. It is filthy. There's 13 cats in there. what appears to be. There's a molded child chair, one of those soft sit-on chairs. It's literally moving away. >> The floor is I mean body. >> How's it going, gentlemen? >> Hey, Paul. How are you? >> My camera's on. >> How's it going? All right. >> I'm Paul with the city of Beacon. Um I'm with the police department. I'm the code enforcement guy. I have a body camera on. I have to let you know that >> they're a little concerned about the conditions of the house inside. >> Yeah. Yeah. I've been in the process of uh cleaning as well. So, >> okay. So, do you mind if we take a look and see what's going on? >> Uh, sure. >> Now, your owner is from in Israel, right? But you have a local person in Poria that is you pay rent and manage. >> Mhm. Yeah. >> Okay. >> Yeah. Also, if you want to holler in, just let her know that we're coming in. >> Yeah. Just let her stay out here with Officer Young. >> Okay. You >> just noticed the the flies. >> We're good to come in, right? >> I'll get some pictures. Notice all the flies. >> What's all over the floor right here? >> Powder. He got into our bathroom last year. >> His handle. I didn't put it back on the door, but we have this like thing like the >> Okay. >> No, not that. >> How old is that baby powder? >> Um, >> is it Johnson Johnson baby powder? >> Um, I do not know what >> Do you know where the thing is for it? >> Uh, no. It's probably stuffed in the garbage. I haven't been able to take this out. The garbage can was already full. We had one of these. >> That's like >> like that's been Oh, like how how long how long has it been there? It's been there since like >> last night. >> Yeah. But baby powder is is air toxic. >> Okay. >> I mean that that can make you and your wife extremely sick and and almost like in some cases it can cause some really bad damage to your lungs. >> Okay. So that's there might be a situation where you guys are going to have to leave the house. >> Yeah. >> All right. Is there some place that your wife could you and your wife could go? >> Um, I don't know honestly. Like I mean, you know anywhere that >> I mean that I just haven't gotten to this part. Like it's been there since uh late last night. >> Can you guys So you got animals, too? How many cats do you have? Yeah, we we have we have uh two that are ours and we have like >> um a stray that we brought in that had kittens. >> How many kittens are here? >> Uh four. >> Okay. >> And then yeah, the >> So, like I said, we have >> I'm going to have these guys get a hold of animal control and come out. >> Okay. Um, >> I would get Yeah, >> cuz that that that'll kill him. >> Yeah. >> Can we Can we take a look what's going on back there? >> Yeah. Yeah. >> What's in here? >> Whose bedroom? >> Can we open that? >> Yeah, go ahead. >> Oh, come on, buddy. >> Yeah, I've been trying to clean up in here as well. >> Sorry. speaking from four. Would you also be able to get with animal control? We have them respond to here as well. >> Multiple cat and kittens. >> I'm going to get out of his way and walk. I don't I'm being cautious not to step on an animal here. [Music] >> Look at these bugs. on this afternoon. Take care of things. >> See all the >> flies? [Music] Just getting a picture over on the side of the bed. Okay. So, what I'm going to need you to do is you're going to have to get a hold of somebody. The the the carpet is just completely saturated. It's just completely saturated. I'm going to need you to get a hold of somebody. You can't be living in here. >> Can I open this door? >> Yeah, he >> is. This the bathroom. >> Oh, yeah. Yeah. I was spending some time cleaning up on that last night. He just all over the floor. [Music] >> I turned the faucet on in the sink and it did turn on, which I was shocked. I'm having Ryan get a hold of Missy. I don't know what she's going to be able to do, but they can't be in this house. >> We're going to go ahead and make up some signs and get it condemned real quick here. And then I'll get a hold of the property owner >> and then the property manager and tell them they need to get over here. So hopefully I hopefully Missy can find a place for them to go. But typically in situations like this, I would give them 48 hours, but this is going to be an immediate thing. Hopefully fine. >> What? >> Could she get out of bed? >> She said she can get up and walk. She just doesn't feel good. >> She doesn't feel good. >> All right. So, um Austin's going to get transferred to the hospital. Okay. So, he's now in our custody. So, he's going to take the hospital, get his evaluation done. Um you can't you can't ride the aud. Okay. Um I'm kind of moving forward. Still waiting on a couple things. Um but he's going to go to the hospital and get checked out. Okay. >> Okay. Can you sit tight for a little bit? Um this >> Do you actually mind if I run down there real quick to see if uh I can find my phone that you dropped? >> No, it your phone's here. >> Oh, it is? >> Yes, it's it's in the mud room. >> Okay. >> He had it in the mud room. >> Okay. >> So, I don't know if he dropped it in there, but yeah, the phone is up here. >> Okay. All right. That's all I need to know. >> Yeah, >> I don't really care about it. >> All right, Austin. So, um, as of right now, you're going to be under arrest. Okay. Not going to jail, so I don't have to worry about that. But you are getting an NTA. Okay. It's going to have a court date on it. You have to make sure you're at that court date. Okay. >> All right. It's going to be for um endangering a life the life and health of a child. Okay. >> The man was charged with endangering the life of a child. The child was transported to the hospital, medically evaluated, and cleared. The Department of Children and Family Services, DCFS, became involved, and the case remains open with their agency. The home was temporarily deemed uninhabitable and the matter is still under active investigation.
