Police respond to a residential call after a woman reports that her next-door neighbor exposed himself while she was unloading groceries. She tells officers the man allegedly pulled his pants down, engaged in lewd behavior between the houses, and followed her as she retreated inside her home. Deputies make contact with the suspect, William, who denies understanding why police are there and speaks erratically, referencing family issues and medication. As officers question him further, they determine detention is necessary and order him to turn around and place his hands behind his back. William refuses to comply, clutches a book, and repeatedly pulls away while pleading not to be taken to jail. He asks instead to be transported for mental health care. Police state he continued resisting as they worked to secure him and place him in a patrol vehicle.
