On January 13, 2025, in Del Norte County California Highway Patrol Officers on proactive patrol in the area of Elk Ranch Road came across a black Honda Civic parked in the Elk Valley Casino parking lot, the Honda matched the description of a recently stolen Honda Civic out of Brookings Oregon. The Oregon License plate on the Civic came back registered to a 1998 GMC Yukon. Officers approached the Honda arrested Samantha Ray she was a passenger in the backseat. After further investigation officers conducted a VIN check they confirmed it was the stolen Honda out of Brookings Oregon from 01/09/2025. Elk Valley Casino Security staff identified the driver as Stanley Buck Scott to the California Highway Patrol officers, and Scott was arrested in the parking lot getting into car attempting to leave the Casino. Security staff also stated that Chris Swain was a passenger in the Honda and had just got into a silver Dodge truck and left the Casino parking lot. On January 20, 2025, the investigating California Highway Patrol Officer returned to the Elk Valley Casino and after speaking with security surveillance staff they agreed to show the officer footage from the parking lot from January 13th. After reviewing the footage, the officer was able to confirm that the driver was Christopher James Swain and not Stanley Buck Scott. Surveillance staff admitted to the officer that they messed up on the 13th when they told the officers it was Scott driving the Honda. Samantha Ray who was in the backseat of the Honda in the parking lot was arrested and booked into the Del Norte County Jail for the following charge: 11364(A) - Possession of Drug Paraphernalia Stanley Buck Scott was arrested after being identified by security at the Casino as the driver of the Honda. Scott was placed under arrest and booked into the Del Norte County Jail on the following charges: 466 - Possession Of Burglar's Tools 496D(A) - Receiving Stolen Property - Motor Vehicle 10851(A) - Take Vehicle W/O Owner's Consent 11364(A) - Possession of Drug Paraphernalia 487D1 - Grand Theft Auto (GTA) 29800(A)1 - Felon in Possession of Firearm A copy of the arrest report was forwarded to the Del Norte County District Attorneys for review and prosecution for the following charges to be filed against Christopher James Swain. 466 - Possession Of Burglar's Tools 496D(A) - Receiving Stolen Property - Motor Vehicle 10851(A) - Take Vehicle W/O Owner's Consent 11364(A) HS - Possession of Drug Paraphernalia 487D1 - Grand Theft Auto (GTA) 29800(A)1 - Felon in Possession of Firearm California Highway Patrol Officers involved.
