“The screams weren’t from the Taser. They were from being on fire.” Clarence Coyl caught fire after a U.S. Fish and Wildlife Service officer deployed a Taser beside a fuel pump. In this original Thin Blue Lies interview, Coyl describes what he says happened before his phone started recording, after it fell and during the wait for medical assistance. Coyl says he was never arrested, cited or given paperwork. He also says the officer did not help extinguish the flames and that important portions of the aftermath were never shown publicly. Those parts of Coyl’s account have not been independently verified. The agency’s body-camera footage, incident report, dispatch and EMS records, deployment log and Taser data have not been publicly released. Fish and Wildlife told FOX10 Phoenix that the deployment is under review. Agency policy restricts electronic-control-device use near flammable or explosive materials unless the officer can clearly articulate a compelling reason. 📄 Story tips, resources & support 👉 https://www.thinblueliesmedia.com Submit police accountability tips, bodycam footage, public records, court documents, and local story leads. 🧰 Free Police Accountability Toolkit: https://www.thinblueliesmedia.com/resources 👕 Thin Blue Lies merch: https://www.youtube.com/@thinblueliesmedia/store CHAPTERS 0:00 The screams were from the fire 0:33 The first encounter 1:30 Arrival at the gas station 2:09 The identification demand 2:52 Original cellphone footage 4:29 What happened off camera 6:18 No arrest, citation or paperwork 6:59 The wait for medical assistance 8:23 Fish and Wildlife responds 8:41 What agency policy says 9:53 The missing surveillance footage 11:15 What is known—and what isn’t 11:39 The unanswered questions 12:27 Story tips and resources SOURCES FOX10 Phoenix: https://www.fox10phoenix.com/news/he-called-federal-officer-name-gas-station-seconds-later-he-was-fire U.S. Fish and Wildlife Service Electronic Control Device Policy — 442 FW 7: https://www.fws.gov/policy-library/442fw7 Arizona’s Family follow-up: https://www.azfamily.com/2026/07/24/officer-using-taser-arizona-gas-station-sparks-fire-injuring-man/ Featured and referenced in legal analysis by Southern Drawl Law.
