Police Report: On 01/07/2023 while on routine patrol eastbound on Gulf-to-Bay Boulevard, I observed a black Nissan Altima driving eastbound at a high rate of speed in a posted 40 mph zone. I estimated the vehicle's speed at 55 mph and activated the front antenna of my RADAR, serial number DFB017040, and received a reading of 55 mph with a consistent Doppler tone. I pulled behind the vehicle and initiated a traffic stop. The vehicle stopped in a parking lot located at 2291 Gulf-to-Bay Boulevard. I made contact with the driver, identified myself, and requested his driver's license. The driver, later identified as Renord Shaw, asked why I had stopped him and I advised I would tell him as soon as I received his license. Shaw asked several times why I had stopped him and I advised him I needed to see his license or ID before I told him. Shaw continued arguing he hadn't done anything wrong, so he did not have to show me identification. I advised Shaw I had measured his speed at 55 mph in the posted 40 mph zone and he and the passenger began arguing he had not been speeding. Shaw advised he was "TRAVELING" and I did not have the right to stop him unless he had committed a crime. I advised Shaw he had committed a civil infraction and I needed his driver's license or identification. I contacted dispatch and requested backup. Shaw asked me to have a supervisor respond. The owner of the vehicle, Tameka Nunes, was in the front passenger seat and she stated several times Shaw had not been speeding. Nunes attempted to hand me her Florida ID and I advised her I did not need her ID, just Shaw's. While waiting for backup, I continued asking Shaw for identification. Shaw continued to say he did not have to identify himself to me and asked me how I had obtained his speed. I advised I had used a moving RADAR and Shaw demanded to see my in-car RADAR. I advised Shaw I would not show him the RADAR in my vehicle. Backup arrived, including Cpl Hurt and Sgt McMullen. I again requested Shaw provide identification. Shaw refused and stated I should issue the citation. I advised I would need his identification to issue the citation and Shaw replied I was doing an investigation and should know who I am investigating. Shaw continued to refuse to identify himself and Cpl Hurt advised to take Shaw into custody for Obstruction. I opened the driver's door and requested Shaw exit the vehicle. Shaw made no attempt to exit the vehicle and I grabbed his left arm as another officer grabbed his right arm and we attempted to pull Shaw out of the vehicle as he braced against our attempts to take him into custody. Shaw was taken to the ground outside of the vehicle and was caught in the seatbelt. The seatbelt was cut away and Shaw was taken into custody. A search of Shaw's wallet located a Florida DL. A check of the DL showed it had been suspended for 1 year on 02/16/2022 for Refusal of Breath Test and on 07/12/2022 it had been suspended for 6 months for Violation of Chapter 893 Controlled Substance. I issued citations AHOJXBE for Unlawful Speed and AHOJXCE for DWLSR. Both citations were issued as Call of the Court. I also completed a VIPAR affidavit for Obstruction Without Violence, which was reviewed and approved by Sgt Price.
