Library surveillance shows 53-year-old William Hanley walk straight to the circulation desk and brandish the hatchet at a staff member. Moments later, he stormed into the adult computer area, swinging the hatchet into power cords and destroying equipment. He confronted a patron, then smashed a computer screen in a single violent strike before moving deeper into the building and vandalizing more property. After the rampage, Hanley walked out of the library and onto Dawes Street, where officers quickly located him. Body-worn camera footage shows officers giving repeated commands: “Hands up! Drop the hatchet!” Hanley refused, replying: “No. I’m going to create a scene and the whole world sees it.” Officers continued ordering him to drop the weapon as he walked down the sidewalk. When Officer Bloemendaal approached, Hanley suddenly raised the hatchet over his head in a threatening posture. At that moment, Officer Bloemendaal fired. Police immediately provided medical aid and called for paramedics. Hanley survived and was transported to a local hospital. No officers or bystanders were injured.
