Christina had called to leave the scene. Uber driver Vianellys Ortiz-Dedelossant informed Ofc. Gumprecht that after seeing the crash scene, she refused to drive Christina and cancelled the fare. Upon my approach to the unknown vehicle, I was met by Christina Brower, the driver of the crashed white Jeep. Christina immediately stated that she had a tow truck coming for the vehicle and that she was sorry. I asked Christina if she was okay to which she stated "I'm fine." Upon my initial contact with Christina, I smelled the odor of an alcoholic beverage emanating from her person. I also noticed her speech to be slurred and her eyes were bloodshot and watery. I asked Christina where she was coming from, to which she stated "Basking Ridge Country Club." Christina did not believe she had too much to drink and denied drinking at all, before admitting to having one drink since 13:30 hours when she first arrived at Basking Ridge Country Club. The initial time of call for this crash was 17:32 hours. I asked Christina for her license, registration, and insurance. After handing me her license, we proceeded to her vehicle where I again smelled the odor of an alcoholic beverage, this time emanating from the interior of her car. Christina handed me an expired registration and an expired insurance card, before handing me valid ones. During my interaction with Christina, she apologized profusely for the accident. When I asked Christina what happened, she admitted to me that she was on her phone, texting and that is what caused the crash. Christina denied needing an ambulance from the crash. When I asked what happened, Christina told me that she was texting her husband to inform him that she was on her way to pick up their son. This statement, along with my interactions with Christina, indicated that she was the driver and only occupant in the vehicle at the time of the crash. I observed that once I placed Christina in my patrol car, the overwhelming odor of an alcoholic beverage permeated throughout the interior of my vehicle. I transported Christina back to police headquarters and secured her in the holding cell. I then read The New Jersey Attorney General Standard Statement Form to Christina, to which she responded that she would provide samples of her breath for testing. At 18:22,Ofc. Strama and I began 20 minutes of uninterrupted observation. Prior to this observation, I examined Christina's mouth for any foreign objects, with negative results. During the 20 minute observation of Christina, she did not burp, regurgitate, drink water, or place any foreign objects in her mouth. Upon the conclusion of our 20 minute observation period, Christina was moved to the Alcotest room, where all electronics were removed. Christina provided two acceptable breath samples into the Alcotest Machine. I changed the mouth piece on the Alcotest hose after each use. Somerset County Communications entered the readings into the Alcotest Calculator and found that the reading was within an acceptable tolerance. Christina's final BAC was 0.18%. ______________________________________________ All videos and case documents were obtained pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq.
