In 2025, Rooldy Alexandre — a 54-year-old pastor and sole financial officer of a Philadelphia-area church — was sentenced to 24 months in federal prison after pleading guilty to two counts of wire fraud stemming from a $662,454 Paycheck Protection Program fraud carried out entirely in his congregation's name. Alexandre initially submitted an accurate PPP application for the church but, dissatisfied with the modest loan amount it would generate, located a Florida-based fraud specialist who prepared a false application stuffed with fabricated financial data, securing an inflated loan exceeding $260,000 — a significant portion of which Alexandre diverted to himself. He then submitted a fraudulent second-draw PPP application and coordinated with his sister, charged separately, to siphon the proceeds of a $250,000 loan into his own accounts. He also recruited other church members to apply for PPP funds, extending the scheme beyond his personal accounts. U.S. District Judge Gerald J. Pappert of the Eastern District of Pennsylvania imposed 24 months of incarceration, three years of supervised release, and $662,454 in full restitution. Among those drawn into the fraud were congregation members who trusted Alexandre with their own pandemic-relief applications — parishioners who had come to their pastor seeking help during a national crisis and instead became instruments of a federally prosecuted theft from emergency taxpayer funds.
