On March 2nd, 2023, at approximately 2115hrs, a law enforcement officer was traveling east on Strauber Memorial Hwy in a marked patrol vehicle. An ATV traveling west on Strauber Memorial Hwy was observed by the officer. The driver of the ATV, later identified as [Name redacted] via Florida Driver's License, passed the officer heading towards Baillies Bluff Rd. After the ATV turned south on Baillies Bluff Rd., the officer initiated a “U” turn to attempt to overtake. Upon turning south on Baillies Bluff Rd., the officer observed the ATV traveling along the Coastal Anclote Trail (bike path). The officer activated the blue lights to conduct a traffic stop in the vicinity of the trail’s crosswalk at Baillies Bluff Rd. The ATV slowed and stopped approximately 20 feet from the crosswalk. Suddenly, the driver of the ATV attempted to cross the crosswalk into the Pasco County Preserve. The officer pulled forward to block the ATV. The driver struck the patrol vehicle with the ATV just behind the front passenger tire, then struck it again in the same location. The officer removed their body camera from its dash mount and exited the vehicle. As the officer approached the ATV driver, identified as REDACTED, he attempted to flee the scene by revving the motor. The officer physically restrained REDACTED by grappling him from behind, using both arms to grab his upper body while he remained on the ATV. REDACTED resisted arrest by bracing, tensing, and refusing to release his grip from the ATV’s handlebars. Concerned that REDACTED was still attempting to flee and fearing for their safety, the officer forcefully removed his hands from the handlebars and redirected him to the ground. The officer then pinned REDACTED to the ground and proceeded to handcuff him, issuing loud and clear verbal commands throughout the process. REDACTED sustained a minor scratch to his face during the incident but refused medical treatment. EMS was not called per his request. He was eventually placed in handcuffs and transported to jail.
