On January 14, 2022, Anibal Navarro — a corrections officer at the Richard J. Donovan Correctional Facility in San Diego, California — was sentenced to 37 months in federal prison after pleading guilty to federal bribery and conspiracy charges in the Southern District of California, following a joint FBI and California corrections internal-affairs investigation that dismantled a 12-person contraband smuggling network operating inside and outside the facility. Over a period of more than two years, Navarro accepted between $1,000 and $2,000 per trip to carry over 500 grams of methamphetamine, heroin, and marijuana, along with contraband cell phones, through the secure doors of Donovan — contraband arranged and coordinated by inmate Martin Gomez, who directed the operation from his cell even after being transferred to a separate state prison. Gomez used the smuggled phones as a force multiplier, running criminal activity both inside and outside prison walls through a network of outside associates who delivered the contraband to Navarro for delivery to designated inmates. Navarro was arrested in 2016 as he attempted to bring heroin, methamphetamine, and cell phones into the facility; Gomez received 240 months. Every inmate and officer inside Donovan was made measurably less safe by the contraband Navarro walked past his own colleagues to deliver.
