Kotowski, responded to the intersection of Pine Lakes Pkwy and Whirlaway Dr, in reference to weapons disturbance. Prior to my arrival, six 911 calls were made to the aforementioned location, regarding two males fighting in the middle of the road. Upon law enforcement arrival the two men were handcuffed for investigative purposes. Upon my arrival, I spoke with _____, who stated he was on his motorcycle with his wife when he was involved in a “road rage” incident with a silver toyota tacoma, after the Toyota cut him off. Furthermore, _____ stated the operator of the Toyota Tacoma, later determined to be Rafael, threw something at his motorcycle. _____ followed Rafael until reaching the intersection of Pine Lakes and Whirlaway. It was at this point that Rafael exited his vehicle with a fixed blade drawn in his hand. ____ equipped himself with metallic knuckles, as he had concern there would be a physical altercation. Rafael and ____ continued to exchange words, as Rafael told ____ to not approach him. Rafael then approached ____, swinging within close proximity to his body, causing ____ to have well-founded fear for his life. ____ then removed his firearm, pointed it at Rafael, telling him to step away. The two were then separated. I then observed a video, recorded by ___ on her cellphone, correlating the events described by ____. While watching the video, Rafael and ____ are heard arguing, both stating “do it”. After approximately one minute of arguing, Rafael is observed aggressively stepping towards ____ brandishing the knife in his right hand, and slashing it, striking the exterior of ____ leather jacket, with a “cross-like” motion. Deputy Somers spoke to an independent witness, who stated he observed both vehicles stop on the side of the road, at which point he observed Rafael exit the vehicle with a knife in his hand and acted like he was going to cut ____. I then spoke with Rafael. Rafael stated he was involved in a “road rage” incident after the motorcycle was driving erratically, and the operator showed him the middle finger. Rafael stated he continued to drive, but ultimately pulled over to the intersection of Whirlaway and Pine Lakes, due to there being people there. Rafael then stated he exited the vehicle with the knife in his hand, as he was afriad of what was going to happen and observed ____ to be wearing metal knuckles. Let it be known, ____ did not put on the knuckles until after the knife was brandished. Rafael furthermore stated he continued to tell ____ to “back off” and not advance, however denied approaching ____ in an aggressive manner.
