The caller reported an erratic driver traveling through Vineland. She had followed a 2018 Honda Civic after it struck the guardrail on Route 55. Officer Jeffrey Rowan found the car stopped on North East Avenue, just north of East Park Avenue. At the scene, the caller confirmed she had made the report. Rowan then approached the driver, identified as 24-year-old Sierra Rule. While speaking with her, he noticed that her speech was slurred and smelled alcohol inside the vehicle. Officers John Rizzo and Amariel Perez arrived soon after to help with the investigation. Perez asked Sierra about the vehicle damage and where she had been before the crash. Sierra said she had come from the Playhouse Lounge in Burlington, New Jersey, where she worked as a dancer. She first denied drinking but later admitted she had consumed wine earlier that evening. As the officers continued their investigation and spoke with State Police, Sierra repeatedly said she needed to use the restroom. Because they suspected she was impaired, they offered her field sobriety tests. Sierra continued asking to use the restroom, so a sergeant approved moving the testing to police headquarters. Officer Perez drove her to the Vineland Police Department, where she was allowed to use the restroom. Officer Christian Morales began the field sobriety tests after Sierra returned. During the Horizontal Gaze Nystagmus test, he observed a lack of smooth pursuit, clear and sustained nystagmus at maximum deviation, and the early onset of nystagmus in both eyes. Sierra then took the Walk and Turn test. She failed to keep her heel-to-toe steps in a straight line, used her arms to maintain balance, and took the wrong number of steps. During the One Leg Stand test, she failed to raise her foot correctly and did not count in the required sequence. Sierra's slurred speech, the smell of alcohol, and poor performance on the tests led officers to restrain her to the bench for suspected driving under the influence. After a 20-minute observation period, Morales read her the Standard Statement for Motor Vehicle Operators and advised her of her Miranda rights. Sierra agreed to provide breath samples. Her Alcotest results showed a blood alcohol concentration of 0.13%, above New Jersey's legal limit of 0.08%. Police booked and processed Sierra before releasing her to a responsible party. That person signed the Potential Liability Warning form on her behalf. Sergeant Smith issued summonses for operating under the influence and reckless driving. Court records show that the DWI charge was dismissed on June 15, 2023, based on prosecutorial discretion. Under her plea agreement, Sierra pleaded guilty to reckless driving. She received $240 in fines and a 45-day license revocation. If you enjoyed this BodyCamBust video.
