On June 3rd, 2024, Priscilla Anne Doverman — a 22-year employee of the Milbrook County Emergency Communications Center in Ohio and one of only four staff with unrestricted access to the county's 911 dispatch database — was arrested and charged with unauthorized use of a computer system, trafficking in personal identifying information, complicity to commit theft by deception, and federal wire fraud after investigators uncovered a 26-month scheme selling stolen victim records through two separate channels. Doverman sold roughly 1,100 fresh accident-victim leads to a personal injury law firm's paralegal for around $61,000, and separately sold at least 340 domestic violence victims' names, addresses, and incident narratives in bulk to a scammer who used the details to impersonate a court official and extort victims for fake "protective order" fees. The scheme was uncovered after a domestic violence victim received a scam call containing non-public details only the CAD system could have provided, triggering an internal audit that traced an unusual volume of database exports directly to Doverman, corroborated by cell-site data linking her phone to the scam operation. Doverman was sentenced to 7 years in state prison, concurrent with a 3-year federal sentence, and permanently barred from any position involving access to law enforcement or government records. ––– Disclaimer: This video is a dramatization based on real events.
