On December 25, 2024, at approximately 2:42 AM, officers were dispatched to a location regarding a female who was found passed out on the sidewalk. Upon arrival, the officers attempted to assist the female. While they were providing help, a male individual, who was also the reporting party for the female, began to exhibit agitated behavior towards everyone present. The officers informed him that he was free to leave. As his behavior became increasingly hostile without apparent reason, the officers had to divert their attention from the sick female. The officers instructed him to leave so they could continue assisting her. The individual threatened to harm the female by stating he would "take his belt off and hit her with it." Additionally, the officers informed him that, according to city ordinance, he could not park his bike in a vehicle parking space or on the sidewalk, and he needed to secure his bike to a bike rack. He refused to comply with this request. After being warned, he violated the city ordinance regarding parking in undesignated areas. When asked for identification, he refused and began to walk away, resisting without violence.
