27-CR-21-2000 Filed in District Court STATEMENT OF PROBABLE CAUSE State of Minnesota 1/29/2021 Complainant has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On or about January 28, 2021, police officers were on routine patrol in the vicinity of 7581 Normandale Blvd, Bloomington, Hennepin County, Minnesota. Officers observed a silver Toyota 4Runner, Minnesota plates MSV0**, parked at the address, however the vehicle's lights were on and the engine was running. Officers ran the plates and discovered the vehicle had been reported stolen out of Edina. Officers attempted a traffic stop, but the vehicle accelerated away onto Viking Drive. Officers pursued and the vehicle turned heading Northbound on Normandale Drive, before popping a U-turn and heading southbound. The vehicle then turned onto 78th Street, and near 4400 W 78th St the vehicle attempted to turn but went off road. The vehicle continued driving in the snow but became stuck on a hill. At that point officers made contact with the driver and sole occupant of the vehicle, later identified as DEFENDANT continued to attempt to accelerate the vehicle as officers commanded DEFENDANT to exit the vehicle.
