On 1/29/2024 at approximately 11:20 p.m., while patrolling northbound on State Road 79 (SR 79) just north of Philips Griffiths Sr Parkway, I observed a white Chevrolet Malibu sedan traveling south in the inside southbound lane of SR 79 at what appeared to be a high rate of speed. I visually estimated the vehicle's speed to be approximately 110 mph. The posted speed limit for the area is 65 mph. I then activated my assigned Applied Concepts Stalker DSR 2X radar in front-moving opposite direction mode and received a high audio Doppler tone and the target speed of 108 mph. I then turned around on the vehicle to initiate a traffic stop. Upon turning around on the vehicle, I observed the vehicle starting to accelerate until it made a right turn onto U.S. 98 and began traveling westbound at a high rate of speed. Upon catching up to the vehicle, I observed the vehicle swerving all over the roadway, unable to maintain a single lane in a reckless manner. I then activated my overhead emergency lights and sirens on my marked Florida Highway Patrol Dodge Charger to initiate a traffic stop. Upon doing so, the driver of the vehicle continuously braked the Chevrolet Malibu in front of me, attempting to cause a collision with the rear-end of the Malibu. I then immediately positioned my patrol vehicle to the right side of the Chevrolet Malibu and attempted to use a PIT (Precision Immobilization Technique) maneuver on the right rear side of the vehicle but was unsuccessful. Not disabling the vehicle, the pursuit continued back eastbound on US 98. While pursuing the vehicle, I observed the driver demonstrating a wanton disregard for the safety of persons or property by changing from lane to lane and running a red light while turning left onto SR 79 and began traveling north. At approximately 11:23 p.m., the vehicle made a right turn onto Philips Griffiths Sr Parkway from SR 79, at which time I was able to successfully use the PIT maneuver on the right rear side of the vehicle. I then exited my patrol vehicle and began a felony traffic stop. The driver, refusing to exit the vehicle, barricaded himself inside. While in cover observing the driver, he began placing clothing over the windows to conceal himself from our line of sight. During the standoff, for a period of over 2 hours, multiple Bay County Sheriff's Office deputies and Panama City Beach Police Department officers arrived on the scene to assist. Bay County Sheriff's Office was able to confirm with family members that the driver was possibly in possession of more than one firearm inside his vehicle. A joint tactical team led by the FHP Special Response Team (SRT) members, supported by the Bay County Sheriff's Office and the Panama City Beach Police Department, approached the vehicle utilizing an armored vehicle, ballistic shields, and other non-lethal weapons. The tactical team was able to successfully deploy pepper gas as a distraction, allowing the safe removal of the suspect from the vehicle. On 1/30/2024 at approximately 1:34 a.m., the joint tactical team removed the suspect from the vehicle and placed him under arrest by handcuffing him with his hands behind his back. The suspect was later identified as Shane Andrew Mouser. Mr. Mouser was then placed in the right rear seat of Deputy S. Sipe with the Bay County Sheriff's Office patrol vehicle, where he was transported from the scene to the Bay County Jail. During an inventory search of the Chevrolet Malibu, two pistols were recovered inside the trunk of the Malibu directly behind the back seat, making them accessible from the inside. Mr. Mouser was turned over to Bay County Corrections at approximately 2:47 a.m. for booking on the charges of F.S.S. 316.1935.3a - Aggravated Fleeing and Eluding, F.S.S. 316.192.1a - Reckless Driving, 2 counts of F.S.S. 790.07.2 - Possession of a Firearm during the commission of a felony, and F.S.S. 843.02 - Resisting Arrest without Violence. In addition to the above charges, Mr. Mouser was cited for F.S.S. 316.187.1 - Unlawful Speed and F.S.S. 316.074 - Fail to Obey a Traffic Control Signal (Red Light). 00:22 Pursuit 01:10 PIT Maneuver - first attempt 03:05 PIT Maneuver - second attempt (successful) 03:25 Felony Traffic Stop 05:00 Standoff 2:09:40 Deploy Pepper Gas 2:14:00 Takedown ✅ This channel features real event footage from the Florida Highway Patrol, captured through body cams and dash cams.
