On the above date and time while patrolling in the area of South Hampton Rd and W Fayetteville Rd, I observed a vehicle with dark window tint and a suspected fake tag. I then conducted a traffic stop on that vehicle however, the vehicle fled from me and began driving recklessly thought the Park Place apartments. The vehicle then exited the parking lot and made a right onto Godby Rd. The vehicle then drove through a plaza recklessly. The vehicle then drove through the apartment complex again and made a left onto Godby Rd. As the vehicle made the left, the vehicle began driving eastbound in the westbound lanes of travel. The vehicle then got back onto the correct side and continued to flee east on Godby Rd towards W Fayetteville Rd. still in the reckless manner and passing other vehicles while failing to maintain its lane. Once at W Fayetteville Rd, The vehicle made a right and went south on W Fayetteville Rd. The vehicle began driving in the center turn lanes at speeds of 102 Mph in a 45Mph zone. The vehicle began driving on the wrong side of the road by driving southbound in the northbound lanes of travel. The vehicle failed to stop for the red traffic light at W Fayetteville Rd and E Pleasant Hill Rd. The vehicle then attempted to go around a curb however, due to the wet roadways the vehicle lost control and crashed into the woods.The driver then got out of the vehicle and fled on foot. Several Deputies instructed the driver to stop however, he looked back and kept running. I then deployed my department issued taser X7 and tased the fleeing suspect in the back. The suspect body locked up and the suspect fell to the ground. The suspect was then taken into custody. Collins was found to have a suspended license as of 08/17/2021 for failure to appear. The vehicle also had fake VIN numbers on it (front Windshield and Side drivers door). I was able to determine the true vin. The vehicle returned stolen out of Dekalb County Police Department as of 10/31/2023. Collins was also found to be wanted out of Fulton County for Murder by vehicle. I also located a black bookbag under the driver seats. Inside that bookbag was several large bags of marijuana, scales and packaging bags. The marijuana was found to weigh approximately 1.4 pounds. The vehicle window tint was found to be 19% per my tint meter. At this time, The offender was transported to the Clayton County Jail along with arrest paperwork. Drugs located were placed into evidence and submitted to GBI for proper testing. The vehicle was impounded to New Image Towing. The crash report was completed by the Clayton County Police Department.
