Officers Joshua Stallings (P351) and Dustin Forbes (P552) of the Florida Fish and Wildlife Conservation Commission (FWC) found themselves on land patrol, dressed in agency uniform, in a marked patrol vehicle at the Old Ferry Dock boat ramp in Eastpoint, Franklin County, Florida. During their resource inspections near the Old Ferry Dock boat ramp, Officer Stallings observed a white GMC truck parked near the boat ramp with its lights turned off. Detecting the distinct odor of marijuana or hemp downwind from the vehicle, Officer Stallings approached. As he walked towards the truck, the driver initiated movement, driving towards him. Upon reaching the driver's window, Officer Stallings again detected a strong scent of marijuana or hemp and engaged in conversation with the driver, identified as Mr. Brantly [redacted] through his Florida driver license [redacted] While conversing with Mr. Richards, Officer Stallings noticed, in plain view, a large cigar containing a green leafy substance on the center console. The unmistakable odor of marijuana or hemp persisted. Inquiring about the contents of the vehicle, Officer Stallings asked if there was any hemp present, to which Mr. Brantley. However, Mr. Brantley spontaneously admitted to having marijuana in the vehicle and disclosed its location within a backpack situated at the front of the center console.
