Florida Fish and Wildlife Officers were conducting routine patrol along the Bay Pines Bridge in Pinellas County, clad in their agency-issued uniforms and patrolling in their designated vehicle. Officer's received a report from a civilian regarding suspicious activity involving potential theft from crab traps. Responding swiftly officers proceeded to the bridge where they observed two individuals engaged in fishing activities, with one actively fishing and the other gathering marine life. Approaching the individuals, the officers initiated a resource inspection and checked for fishing licenses. During the interaction, one individual admitted to lacking a fishing license and stated he did not possess his driver's license. When Officer's requested the individual's name and date of birth, the subject provided false information, claiming to have forgotten his birth year. Further conversation revealed the individual had an outstanding warrant in Florida. Informing the individual of their intention to detain him until warrant confirmation, the officers moved to handcuff him. However, as Officers attempted to apply the restraints, the individual resisted, pushing away from the officer. Reacting swiftly, the other officer seized the subject's wrist and arm, issuing clear verbal commands to cease resistance. Despite the commands, the individual persisted in resisting, prompting Officers to draw his taser and warn the subject of its imminent use if he did not comply. Ignoring the warnings, the subject continued to resist, prompting Officers to employ a drive stun. Subsequently, the subject complied, dropping to the ground, allowing the officers to safely handcuff him.
