On October 8, 2022, at approximately 2058 hours, I was patrolling on Antioch Road. I observed a set of headlights approaching my location at a speed greater than the posted speed limit of 35 miles per hour. I verified the speed of the vehicle to be 47 miles per hour using the radar system mounted in my patrol car. As the vehicle passed my location, I observed a person sitting on the roof of the vehicle. I negotiated a U-turn and attempted to conduct a traffic stop on the vehicle. The vehicle drove through a gas station parking lot and traveled onto Broadway and accelerated. I informed the Communications Center that I was in pursuit of the vehicle. The pursuit traveled the following route: north on Broadway, west on Pittman Street, south on Cason Street, west on Spikes Street, south on Antioch Road, west on Rutherford Avenue, south on Shingler Street, east on Ponce de Leon Avenue, south on Houston Avenue, and west on Newburg Avenue. During the pursuit, the driver operated with total disregard for the public's safety. He ran multiple stop signs, failed to maintain the lane, drove at excessive speeds, improperly passed vehicles, and nearly T-boned a civilian vehicle at the intersection of Ponce de Leon and Houston Avenue. At the intersection of Newburg Avenue and Pio Nono, the driver attempted to make a right turn at a high rate of speed. The driver lost control and crashed onto private property. After the crash, all the occupants of the vehicle fled the scene on foot. A canvas of the area was located and the driver was observed emerging from the nearby woods. He was taken into custody and returned to the scene. Neither of the passengers were located and the search was called off. I was able to positively identify the driver due to when the vehicle initially passed, I observed the individual on the roof to be wearing a white shirt. Then during the pursuit, I observed a total of 3 occupants, a black male in the rear seat (white shirt), a female passenger, and a black male driver. The individual returned to the scene was a black male wearing dark clothing. A search of the driver revealed a handgun still on his person. The firearm was an SCCY cpx-1 with an extended magazine. There was a red bandana tied onto the end of the magazine. An inspection of the firearm revealed that the serial number had been attempted to be filed off. Despite the attempts, a closer inspection allowed for the serial number to be retrieved. A GCIC/NCIC search of the firearm revealed that it had been reported stolen in Bibb County. The firearm was then confirmed to be stolen. A search of the vehicle located a half drank bottle of a pre-mixed wine / liquor in the driver's compartment. Multiple cell phones throughout the vehicle and a woman's purse in the passenger's compartment. The purse contained a firearm which was checked and had no issues. It remained within the vehicle. No other items of contraband were located. A next list towing service arrived and retrieved the vehicle without incident. The driver was then transported to the Bibb County Jail. Prior to leaving the scene and while in transport, the driver slept. Due to the odor of an alcoholic beverage and burnt marijuana emitting from the driver as well as his reddened eyes that were glazed over, the driver was suspected of being under the Influence. At the jail, I began to explain this to the driver. He responded by saying that he wasn't the driver and he wasn't taking no test. I told him I would need to read him the Implied Consent Notice for his license. He responded by saying he didn't have a license so that don't matter to him. The driver's response was accepted as a refusal. During a search at the jail, a bag of marijuana was located hidden with the undergarments of the driver. Prior to entry, I verified with the driver that he did not have any hidden contraband before entry. The driver stated that he did not have anything on him. The marijuana was secured into evidence at Post-44 Forsyth. After meeting with a Bibb County Sheriffs' Deputy, Chris Paul, I released the firearms and magazine into his custody.
