He stopped in front of Santander Bank. A call reported a woman driving a broken-down 2016 Volkswagen Jetta. As he walked up, he saw the front passenger tire was wrecked. He talked to the driver. Her name was Kelly Terranova. While chatting with Kelly, Cooney smelled booze. He spotted signs she was drunk. She paused when he asked for her papers. Sure she was impaired, he led her to the bank lot. Patrolmen Jared Piwowarski and Thomas French showed up to help. He had her do sobriety tests. Cooney began with the Horizontal Gaze Nystagmus test. Kelly lacked smooth eye tracking. Her eyes jerked hard at the edges. Jerking started before 45 degrees. Next came the Walk and Turn. She missed heel-to-toe steps. Her turn was off. She forgot to count out loud. Last was One Leg Stand. She botched it bad. The smell, failed tests, and clues added up. Patrolman French cuffed Kelly for drunk driving. They held her car 12 hours under John's Law. French drove her to Lincoln Park Police for a breath test. There, they read her the standard rights for drivers. Kelly said yes to blowing. Patrolwoman Jennifer Hesse ran the Alcotest. It clocked her at 0.24% blood alcohol. That's three times over 0.08%. French took her back to Montville station next. They snapped her photo. Officers filled out forms. Once done, her sister picked her up. She signed the liability warning for Kelly. Court date set. French gave Kelly two tickets: Driving under the influence. Careless driving. Kelly got nabbed for another DWI in Hanover Township on March 3, 2023. Records show a prior bust in Mansfield Township. That was April 14, 2019, after she fled a crash. Before that, two DWIs in Rockaway Township. Dates: March 29 and 27, 2019. Even earlier, a DWI in Hanover on March 1, 2010. On November 28, 2023, Kelly pled guilty to drunk driving. She got a 24-month ignition lock. Plus 48 hours at a drunk driver class. Fines hit $1,390 total. Careless driving charge dropped. Jail time: 180 days. 2:00 what is “under CARES”?
