Around 7:03 PM on May 21, 2023, Sergeant Matthew Gajewski of the Union Beach Police Department was on patrol when he noticed a disabled 2020 Toyota SUV with a flat tire on Shore Road near Morningside Avenue in Union Beach, New Jersey. When he made contact with the driver, identified as 45-year-old Justine Meadow, he immediately noticed signs that raised concern. According to police, her speech was slurred, and there was an odor of alcohol coming from inside the vehicle. Meadow told the officer she was coming from Atlantic Highlands and said she got the flat tire after hitting a pothole while driving toward Middletown. As the stop continued, she denied being under the influence and initially refused to hand over her license, registration, and insurance. Based on his observations, Sgt. Gajewski began a DUI investigation and asked her to perform field sobriety tests. Police say the Horizontal Gaze Nystagmus (HGN) test could not be completed because she refused to follow directions. During the Walk and Turn test, she allegedly failed to walk heel-to-toe in a straight line and did not count her steps properly. On the One Leg Stand test, she reportedly stumbled and tried to lean on her vehicle for support before the test was ended. Based on her condition, the odor of alcohol, and her performance during the roadside exercises, Sgt. Gajewski placed her under arrest for driving under the influence. She was transported to the Union Beach Police Department for processing, where police say she later provided breath samples. After multiple attempts, her Alcotest result was 0.332% BAC, which is more than four times the legal limit. She was issued summonses for: Operating under the influence, reckless driving, careless driving, and leaving the scene of an accident. Her vehicle was also impounded for a mandatory 12-hour hold under John’s Law.
