Trooper J. Roque (H-11) attempts to stop a vehicle for speeding, the driver flees at a high rate of speed leading him on a chase. Shortly after the suspect crashes and is taken into custody. Trooper D. Mathis (H-16) along with Corporal M. Bowman (H-10) and Sergeant T. Nelson (H-6) assist Trooper Roque after the takedown. However, due to problems will all of their audio their footage has not been shown. Report: On Thursday, April 23, 2026, at approximately 12:13 A.M., I, Trooper Jose Perez-Roque, was traveling eastbound on Grand Avenue near North Waldron Road, when I observed a vehicle traveling westbound that appeared to be exceeding the posted speed limit. Upon activating my radar, I obtained a speed reading of 56 miles per hour; this particular stretch of roadway has a posted speed limit of 35 miles per hour. I then turned my patrol vehicle around to initiate a traffic stop. Once I was traveling westbound, my radar indicated the vehicle’s speed had increased to approximately 79 MPH. I notified Troop H Communications of the traffic stop and activated my emergency lights. The driver appeared to acknowledge my presence, as the vehicle’s brake lights illuminated. The suspect vehicle, which was traveling in the inside (left) lane westbound, moved into the outside (right) lane, again applying its brakes. A separate vehicle that the suspect vehicle had passed slowed and moved into the far-left lane. However, the suspect vehicle continued westbound and began accelerating, reaching speeds of up to approximately 102 MPH. At that time, I activated my siren due to the increasing speed and notified Troop H Communications that I was actively pursuing the suspect vehicle. The suspect vehicle continued westbound on Grand Avenue at a high rate of speed. As I began to close the distance, the suspect vehicle started to slow down and attempted to make a left (southbound) turn. Due to the excessive speed, the driver was unable to safely complete the turn and collided with the guide wires of a utility pole and a utility sign at 3400 Grand Avenue. I then ordered the suspect out of the suspect vehicle and placed him under arrest. The suspect was identified as Jose Francisco Flores (DOB: 09/19/1999). There were two additional passengers in the vehicle: the front passenger, identified as Hannah Marie Aracely Humiston (DOB: 09/08/2006), and a rear passenger, Chrystal Alpirez (DOB: 05/07/2007). Flores was transported to Baptist Hospital, where he was medically cleared after refusing treatment. The suspect vehicle, a 2020 black Honda Accord bearing Arkansas license plate number: DB841976, was towed by Jody’s Auto Service Center. Both passengers declined medical attention and were released. The suspect vehicle sustained damage to the front bumper and the front passenger-side quarter panel. The property damage was reported to Oklahoma Gas & Electric (OG&E) by Troop H Communications. A query through NCIC revealed that Flores’ driver’s license was suspended and that he had an active warrant out of Fort Smith District Court. Flores was charged with: - 5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH - 27-16-303: DRIVING ON SUSPENDED LICENSE - 27-51-201, 27-50-302(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT - 27-51-104: CARELESS AND PROHIBITED DRIVING - 5-4-203: FAIL TO PAY FINE OR COSTS (FTP) (Warrant Number: 26-01550)
