Full incident report: On 01/15/2023, at approximately 2248 hours, I, Lieutenant B. Kersey, was in the driveway of 1675 Highway 85 North (Fun Spot America Theme Park) operating a Pro Laser III speed detection device (S/N: PL19071). I observed a white passenger car traveling at a high rate of speed in the left hand lane and estimated the vehicle's speed to be approximately 90 mph. I utilized the LIDAR device and confirmed the vehicle's speed to 94 mph. The posted speed limit at that location is 55 mph. I turned right onto Highway 85 North to conduct a traffic stop and observed the vehicle speed up. I advised Fayette County Communications that I was in a pursuit at that time. I observed the vehicle continued at speeds of approximately 100 mph and ran the red light at Corinth Road. I observed all traffic was stopped at that light and proceeded through the intersection as well. As the vehicle approached Carnegie Place, I observed the vehicle was not slowing despite the red traffic light. The light turned green just before the vehicle reached the intersection. The vehicle continued northbound and entered Clayton County. As we approached Pointe South Parkway, I observed the vehicle get extremely close to the rear bumper of another northbound vehicle in the left lane. It did this multiple times after that as well. The vehicle, a white 2003 Ford Focus (GA tag TFD7802), merged into the right hand lane and continued to flee. The vehicle merged in and out of the left and right lanes as is passed other vehicles. As we neared the intersection of Highway 138, the vehicle swerved to the right to avoid a vehicle in the left hand lane. The driver lost control of the vehicle and left the roadway, sliding sideways through the grass and striking a nearby power pole and causing a transformer to blow. The collision also snapped the pole at the base and caused the power lines to fall across Highway 85. I observed a black male wearing a red shirt and blue jeans exit the driver's seat of the vehicle. I drew my service weapon and gave him verbal commands to get on the ground. The male, later identified as Mr. Desmond Crenshaw, complied and got onto the ground. As I approached Mr. Crenshaw, I was unable to see into the vehicle due to deployed air bags. I asked if he was the only person in the vehicle. He advised that he was. I began to approach him and another transformer exploded. I instructed him to put his hands behind his back, to which he complied. However, after a third transformer exploded, I instructed him to move backwards away from the pole while I also grabbed the back of his pants and pulled him. Once we were a safe distance away, I placed him in handcuffs with his hands handcuffed behind his back. The handcuffs were checked for fit and double-locked. Mr. Crenshaw was searched and secured in the rear seat of my patrol vehicle. I then instructed Sgt. A. Franklin and D/S S. Botello to block the roadway due to the downed power lines. Sgt. Franklin noticed that the wires were also hanging low across the southbound side and blocked the southbound side of the roadway while D/S Botello blocked the northbound side. A GCIC/NCIC check was conducted of Mr. Crenshaw's information. Mr. Crenshaw was revealed to have a Class CP license only and no warrants. During the arrest, Mr. Crenshaw complained of his left shoulder hurting. He later complained of his right lower leg hurting as well. Clayton County Fire/EMS responded and evaluated Mr. Crenshaw. Clayton County Police Department responded to investigate the motor vehicle collision. Embry's Towing responded to take custody of the vehicle. Due to Mr. Crenshaw being 17 years old, I contacted his mother, Ms. Lashandra Gray, who was also the registered owner of the vehicle, to notify her of the incident. She responded to the scene and was permitted to speak with Mr. Crenshaw. Mr. Crenshaw was then transported to Piedmont-Fayette Hospital for a medical evaluation and X-rays. Once complete, he was then transported to the Fayette County Jail and turned over to D/O Crittenton. Mr. Crenshaw was charged on citations with O.C.G.A. 40-6-181 Speeding; 94 in 55 mph zone (UTC # 3375C1702), O.C.G.A. 40-6-390 Reckless Driving (UTC # 3375C1703) and O.C.G.A. 40-5-24 Violations of Instructional Permit (UTC # 3375C1704). A warrant will be obtained for O.C.G.A. 40-6-395 Fleeing and Attempting to Elude a Law Enforcement Officer-Felony. A routine, post transport rear seat check did not yield any contraband.
