FULL REPORT: On the above date and time at the above location I conducted a traffic stop on a Chevrolet Silverado for having expired registration (2-16-2024). As I activated my emergency equipment, I noted the truck did not break speed at first and rolled by several turning lanes (common areas vehicles stop in this location. The truck then came to a stop between Youth Monroe Road and Sardis Church Road.and remained partially in the roadway, which struck me as odd due to the numerous locations where it could have stopped and been out of the lanes of travel. Due to the truck being lifted, I made a drivers side approach and made contact with the driver (later identified as Shaun Carter), and asked for his ID. Upon making contact with Shaun, he stated he was headed to the hospital to see his wife, I noted that he appeared flustered and his speech was stuttered. Shaun informed me that he did not have his ID, so I asked him if he had anything with his name on it, which he stated no. I asked Shaun for his name, to which he stated Corey Slicker, but hesitated and stuttered before answering. I informed Shaun of the reason for the stop, which he stated it was his brother inlaws truck. Based off Shaun appearing flustered, not having any for of ID, and hesitated/stuttering when he spoke, I felt larger criminal activity was afoot. I instructed Shaun to exit the vehicle, which he refused to do so. I requested a second unit and instructed Shaun to exit the vehicle again. Shaun stated he had to go and aggressively accelerated the truck and initiated a pursuit. I returned to my patrol car and advised Walton County Dispatch I was in a pursuit. I caught up to Shaun near Rowe Road and noted our speeds were in the area of 120 miles per hour. I was advised by Lt. Kirven that I was authorized to PIT when conditions were safe. Shaun exited onto West Spring at approximately 85-90 miles per hour. Shaun then made a right turn towards Piedmont Walton. Shaun then aggressively accelerated the vehicle again and began to make the next right turn towards the hospital. Due to Shaun continuing to driver at an accelerated rate into the parking lot. The manner in which Shaun was driving into the hospital was not common with someone going to see a family member, which lead me to believe that his story of going to see if wife was not true. I decided to conduct a PIT maneuver in an attempt to end the recklessness of Shauns driving before he reached an area of civilians and other parked motor vehicles. I successfully made contact with the truck on the rear passenger quarter panel and turned the vehicle sideways, though it did not lose traction. My push bumper slid off and I attempted to PIT the truck again on the rear drivers side quarter panel, which was unsuccessful. Then truck then came to rest up on the grassy curb in the parking lot. As I exited my vehicle, I observed Shaun drivers side door open and no one in the vehicle. Sgt. Studdard with Monroe PD arrived on scene a short time later and observed Shaun running through the parking lot. While waiting for more units to arrive on location, a member of the Piedmont Walton Staff came outside and said a man was running around their lobby. At the time I observed Shaun exit the side ER door and try to re enter another hospital door, which was locked. I yelled for Shaun to stop and gave chase on foot. Shaun disregarded my commands and fled on foot. After a short foot pursuit Shaun surrendered and was placed under arrest. During a search of Shaun person, his ID was located. Upon running Shaun information through Walton County Dispatch, I learned that he had warrants for his arrest out of Gwinett County (probation violation-possession of cocaine), Oconee County (shoplifting), and Clarke County (failure to appear for shoplifting). Shaun was transported by Deputy Dillon to the Walton County Jail. The next list wrecker (Ted Whitlock Towing) was notified and IVIR# 12642 was completed. Before leaving the location, Shaun's wife (N. Schlincher) pulled up on location. I spoke with Nicole and advised her of what was going on. Nicole stated she was at the ER earlier and Shaun was aware, but stated she did not call and ask him for a ride or to come to the ER. I asked Nicole if she was on the phone with Shaun, to which she stated she was when we arrested him. I asked Nicole where she was when she was talking to him them, which she stated she was at home. It should be noted that my patrol car received damage to the passenger side headlight, passenger side front quarter panel, front passenger door, and hood. Trooper Anderson (176) worked the PIT. I am obtaining warrants for expired tag, reckless driving, felony fleeing, and obstruction.
