On 08/25/2023 at approximately 5:00pm, I was on routine patrol on Interstate 30 eastbound near the 130mm. I observed a Silver Toyota Camry, bearing license plate Kentucky C7Y025, traveling in the number two lane on Interstate 30 eastbound. The vehicle then moved to the number three lane. The vehicle was not actively passing another vehicle, therefore, was impeding traffic by driving continuously in the number three lane. I switched lanes from the number one to the number two lane. I passed the vehicle but observed that it would not pass me in the number three lane. I slowed down so the vehicle would pass me. I drove next to the vehicle and observed three black males in the vehicle that appeared to be nervous (not looking at me and driving very cautiously). I then switched to the number three lane in order to conduct a traffic stop on the vehicle. I initiated my emergency lights on the vehicle at the 133mm. The vehicle took the 133 (Geyer Springs) exit. At the end of the exit ramp, traffic was heavy, but the vehicle had their right turn signal on to indicate that they were going to turn right at the yield sign. While the vehicle was waiting to turn right, I observed a lot of movement in the vehicle between the passengers. When traffic was clear, the vehicle turned right and pulled into the Shell gas station on Geyer Springs Rd in Little Rock. The vehicle then pulled beside the gas pumps and came to a stop. I exited my vehicle and walked towards the passenger side of the vehicle. When I approached the passenger side, the vehicle accelerated and drove recklessly through the parking lot. The vehicle then turned left on Mitchell Drive and then right on Geyer Springs. The vehicle then went through the Arby’s parking lot to avoid stopped traffic and a red light. The vehicle then turned left on Nova Lane and then went right on Geyer Springs Rd. The vehicle continued driving reckless down Geyer Springs. The vehicle then made a left turn onto Windamere Drive. On Windamere, the front seat passenger exited the vehicle with a large bag and ran towards Carlyle Drive. The vehicle continued driving reckless on Windamere Drive, until the road came to a dead end. The vehicle came to the dead end, and I used a forcible stop technique to prevent the driver from exiting the vehicle. The back seat passenger, later identified as Terrence Bailey DOB 01/20/1993, immediately exited the vehicle and put his hands up. The driver, later identified as Stephon Staple DOB 11/19/1998, stayed in the front seat with his hands up. I told Mr. Bailey to walk around to the front of my vehicle, lay down on his stomach, and place his hands behind his back. Mr. Bailey complied. Mr. Staple was advised to exit the vehicle, Mr. Staple advised that he wanted to crawl out of the driver’s side window instead of going around the car, I told Mr. Staple to crawl out of the window. I told Mr. Staple to lay down next to his passenger, lay on his stomach, and place his hands behind his back. Mr. Staple complied. Mr. Staple and Mr. Bailey were placed into custody and placed in the back of my patrol unit. I asked both Mr. Staple and Mr. Bailey who the front passenger was, both stated that they did not know who he was. An inventory search was conducted on the vehicle, nothing of value was located. Asher wrecker was notified to tow the vehicle. Mr. Bailey was released on scene. Mr. Staple was transported to the Pulaski County Detention Center and charged with the following: - Impeding Traffic- Driving Continuously in Left Lane -Fleeing-Felony- Vehicle or Conveyance-Substantial Danger of Death -1st: Reckless Driving-1st -Driving on Suspended License -Careless and Prohibited Driving follow all social media platforms. twitter: https://twitter.com/LRHN_Cash Instagram: https://instagram.com/lrhncash?igshid=NTc4MTIwNjQ2YQ== Facebook: https://www.facebook.com/profile.php?id=100093421843825&mibextid=LQQJ #arkansasstatepolice #lrhn #lrhncash For channel donations & to help us keep bringing you more entertaining & educational videos & content here’s the link thank you guys for PayPal 💙 https://www.paypal.me/ASPChases & here is the Venmo for Donations as well https://venmo.com/u/ASPC-ASPC thanks for all the support and brave troopers.
