An officer with the Beachwood Police Department in Ohio was dispatched to a call on the side of 271 after there was reports of an assault. Here is the report which has been edited for spatial reasons: "On 4/22/21 at 1723 hrs., I responded to the area of IR-271 SIB just south of Cedar Road after this agency received multiple witness reports of a male punching a female and slamming her head onto a vehicle. Witnesses further reported that the two subjects were standing outside of a silver Pontiac G6. The female involved also called 911 stating her boyfriend assaulted her and she wanted to press charges on him. Upon arrival, I observed a male (later identified as 18 year old Le Chan Smith) and a female (later identified as 16 year old [redacted]) walking north in the right shoulder of the local lanes. Smith and [redacted] were walking in front of the Pontiac (OH REG: L400934) which was facing south. I ordered [redacted] to stand behind my marked police cruiser in order to create safe distance from Smith. I ordered Smith to stand to the right of the Pontiac. I approached him and ordered him to place his hands behind his back. He complied and I advised him he was being detained in handcuffs. As soon as I grabbed control of Smith's hands, he pushed off of me and attempted to run away from my grasp. I told him to get on the ground while still holding onto him and his clothing. He continued to push off, and began grappling with me by placing his hands on me still attempting to get away. I transferred my body weight onto him while pushing him to the ground. I obtained control over Smith once he and I were on the ground. Once on the ground we were approximately 15 feet off the shoulder and in the muddy grass. Smith was placed under a1Test for obstructing official business, resisting arrest, and assault. He was searched incident to arrest, and placed into the backseat of my cruiser (Unit 1221). During the scuffle with Smith, I sustained a bloody nose, and my left shoulder began hutting once I arrived at the jail with Smith a sho1t time later. Officer Bell briefly spoke with Davis on scene. Beachwood Fire Department rescue squad 1048 evaluated me on scene due to my bloody nose and I told them my nose was was alright and did not need further evaluation at that point. Squad 1048 checked on Smith who stated he was okay and did not want any further medical treatment. Squad 1048 then evaluated [redacted] and transported her to Hillcrest Hospital for additional treatment. Officer Bell responded to Hillcrest to speak further with [redacted] I transported Smith to the Beachwood City Jail. In the jail I read Smith his Miranda Rights which he signed stating he understood them. I asked him to tell me what happened with [redacted] on 4/22/21. He stated the following: He was picked up by [redacted] in the Pontiac at Beachwood Place Mall (26300 Cedar Rd. He and [redacted] began arguing about some other female that Smith was going to take to the prom instead of [redacted]. [redacted] began driving and got onto IR-271 SIB from the Cedar Rd. entrance ramp. She then pulled off to the side of the road, he took her phone from her, and exited the car. She exited the car and said something he did not like. He hit her in the head one time with an open hand. She threw something at him, and then officers arrived on the scene. [redacted] was very upset and emotionally shaken up at the hospital. She told Officer Bell the following which was recorded on his body worn camera: [redacted] was driving the Pontiac with Smith in the front seat, and they were arguing about some other girl. They got onto IR-271 SIB from Cedar Rd, and Smith was enraged and hitting different parts of the interior of the Pontiac. Smith was flailing his arms around to such an extent that she was unable to control the vehicle safely. Davis pulled off to the right side of IR-271 SIB south of Cedar and stopped the vehicle. He took her phone and exited the vehicle. She locked the vehicle while inside, but then shortly after that she exited the vehicle to speak with him, and he locked the car preventing her from being able to get back into it. Smith then punched her multiple times in the forehead with closed fists knocking her to the ground while yelling "I should kill this hoe." Smith was charged with ORC 2903.13(A)-M1 Assault, ORC 2921.33(B)-M1 Resisting Arrest, and ORC 2921.31(A)-M2 Obstructing Official Business. A petition to Shaker Heights Municipal Court(SHMC) for a criminal protection order was completed by this agency and signed by me which was forwarded to the judge. Smith was issued a SHMC bond and criminal protection order hearing on in 4/26/21 at 1030 hrs. " Mr. Smith has pled not guilty on all charges, further he has picked up another charge stemming from this incident for violating a protection order.
