On May 4, 2024, at approximately 5:00 PM, an officer from the Florida Fish and Wildlife Conservation Commission (FWC) was working hire-back duty at Pitt Springs within Econfina Creek Wildlife Management Area. The area was heavily populated with individuals of all age groups, including tourists, children, and families. Approximately five individuals approached the officer in the parking lot and at the springs, reporting an unruly male who had been involved in an altercation with a female and other males. Witnesses stated that the individual had left the area. About 20 minutes later, an adult male and a teenager approached the officer and pointed out the disorderly individual near the restrooms. A crowd of young adults and children had gathered around in a tight circle, with some running in the officer’s direction. The suspect was observed yelling profanities, displaying combative behavior, and causing a disturbance. The officer approached the suspect and had to raise his voice multiple times in an effort to calm him down. The individual, later identified through a Florida driver’s license, attempted to reengage with the crowd near the picnic tables despite multiple warnings to stop and cease using profanity. The suspect was accompanied toward the park’s exit by an older female, later identified as his grandmother. During this time, he continued to use profanities toward her. During the encounter, a lieutenant from the Bay County Sheriff’s Office arrived to assist. A records check indicated that the suspect had a prior disorderly conduct charge from two years earlier. As the officers escorted him out of the park, the suspect displayed increasing tension when the FWC officer attempted to guide him by the arms. Upon reaching the gate, the officer inquired about the suspect’s anger and whether he was under the influence of drugs, to which he responded that he had only been drinking. The suspect then became irate and resisted verbal commands, prompting the officer to place him in handcuffs for detention. The lieutenant had to assist in securing the left wrist, as the suspect was tensing up and pulling his arms away. At 5:49 PM CST, the officer notified dispatch of the arrest. While maintaining control of the suspect, the lieutenant and the suspect’s grandmother searched his vehicle for money and a wallet he claimed had been stolen. The items were found inside the vehicle and were taken into the grandmother’s custody. A deputy from the Bay County Sheriff’s Office transported the suspect to the Bay County Jail, with the FWC officer following to complete the necessary paperwork. The suspect was charged with disorderly conduct per Florida Statute 877.03, a misdemeanor, and resisting an officer without violence per Florida Statute 843.02, a first-degree misdemeanor. The supervising officer for the area was notified and advised that, in addition to the charges, a trespass notice should be issued. The officer then issued a trespass warning prohibiting the suspect from Northwest Florida Water Management District lands for a minimum of one year unless otherwise directed. Both the FWC officer and the assisting lieutenant recorded the incident using their body cameras.
