On April 13, 2024, a Pasadena police officer approached a pickup truck parked the wrong way on a one-way street. About 34 minutes later, after a pursuit, a crash, two home break-ins and a backyard confrontation with a police K9, the driver was dead. In this episode of Justice in America, we break down Pasadena Police Department incident PA2024-28813 using the in-car video, body-worn camera footage, Ring doorbell video and aerial FLIR footage released by the department. We follow the encounter from the first contact on Hudson Avenue to the officer-involved shooting on Oak Knoll Circle, where 36-year-old Ricardo Guade Andrade of San Fernando was fatally shot. According to Pasadena police, Andrade drove off during the stop, nearly striking an officer, crashed into a parked car on Arden Road, then forced his way into two occupied homes while fleeing. Police say that as a K9 engaged him in a backyard, he produced a handgun and refused orders to drop it. The released footage is blurred at the moment of the shooting and does not show whether he raised the weapon toward officers. More than two years later, the shooting remains under criminal and administrative review. We look at where those reviews stand and why they've taken so long.
