On June 26, 2020, a Walmart employee in Loveland, Colorado reported that a woman had left the store with about $14 worth of items. Store staff stopped her and took the merchandise back before she got out of the parking lot. She kept walking home along the highway, picking wildflowers. Karen Garner was 73 years old. She has dementia and sensory aphasia. Officer Austin Hopp caught up with her on the side of the road. Over the next sixteen minutes she says almost nothing except one sentence, over and over: "I'm going home." She leaves with a fractured humerus, a dislocated shoulder and a sprained wrist. Three things on this recording are easy to miss: The officer says out loud, while she is bent over the hood of his car, that the store already got the merchandise back. Nothing was missing by the time he stopped her. A man driving past pulls over because of what he saw, and asks for the sergeant's name. The officer sends him away with: "Before you go to a snap judgment, you got to get all the facts." Two years later, with all the facts, a judge sent that officer to prison. He asks Karen Garner for her date of birth four times. She cannot answer once. They only learn she is 73 by running her name. About an hour later, at the station, she is in a holding cell with a broken arm. A few feet away, three officers pull up the body camera video of her arrest and watch it together. CBS News reported what they said while watching: "Ready for the pop?" - "I think it was her shoulder." - "Bodycams are my favorite thing to watch." - and, about how the arrest went, "we crushed it," followed by a fist bump. Officer Austin Hopp pleaded guilty to felony assault and was sentenced to five years in prison plus three years of parole. Officer Daria Jalali was convicted of three misdemeanors - failure to report the excessive use of force, failure to intervene, and first degree official misconduct - and served no prison time. The City of Loveland settled with Karen Garner's family for $3,000,000. The criminal case against Karen Garner was dropped.
