Video is intended for educational and documentary purposes only. Everyone is innocent until proven guilty in court. Full report is below. "On 09/15/2024 at approximately 1234 hours I, Officer T. Hausler of the Florida Fish and Wildlife Conservation Commission's Division of Law Enforcement responded to a complaint from a concerned motorist travelling North on State Road 23 near exit 41 about two white males harvesting palmetto berries on the side of the highway. The two subjects were later identified by their Florida Driver Licenses as Jesse (redacted) and Johhny (redacted). I requested a nearby Florida Highway Patrol Trooper to respond to the scene. at 1319 hours, Trooper Ford with FHP advised that he was on scene and had made contact with the subjects and was awaiting my arrival. I arrived on scene just South of exit 41 on State Road 23 in the Northbound lane at approximately 1335 hours and observed Trooper Ford near his patrol vehicle. I also observed two white males standing next to a gold Jeep Grand Cherokee (redacted) parked in the grass alongside State Road 23. Near the two white males I observed a feed bag partially filled. Trooper Ford advised me he saw the two subjects harvesting saw palmetto berries near the highway at the tree line and that they were putting the berries in the feed bag. I made contact with the two subjects and identified them both by their Florida Drivers Licenses. I confirmed that the vehicle was registered to Jesse (redacted) out of Clay County. (redacted) told me that the only berries they had were in the feed bag (approximately 10 pounds). (redacted) also showed me a permit issued to them by the Florida Department of Agriculture. The permit was only for one harvest location, that harvest location was (redacted) address (redacted). The permit listed Jesse as a harvester, not Johhny. I then asked (redacted) if we could open the rear hatch of the vehicle, (redacted) complied and opened the rear hatch. After the back door of the vehicle was opened, I observed several totes and feed bags filled with saw palmetto berries. I also observed a shut 75 quart yeti cooler. (redacted) advised me that it was full of berries as well. I went back to my truck and requested other FWC Officers (Officers Culbreth and Goodfellow) to assist me. I then approached both subjects and placed both of them under arrest for harvesting saw palmetto berries without a permit and for trespassing on property other than a structure at 1347 hours. Post Miranda, Jesse advised me that he picked the majority of the saw palmetto berries at his residence and was on his way to Lake City to sell them when he saw the berries on the side of the highway he decided to stop and harvest them as well. Officers Culbreth and Goodfellow arrived on scene and began assisting me with the scene. Officers Culbreth and Goodfellow transferred all the saw palmetto berries into disposable containers and loaded them into his state issued patrol vehicle. Officer Culbreth and Goodfellow estimated the total weight of the berries to be approximately 350 pounds. Officer Culbreth then filled out the Tow Receipt for the vehicle. ASAP Towing driver (redacted) arrived to tow the vehicle. (redacted) stated that he had observed the individuals picking saw palmetto berries near mile marker 39 at approximately 1100 hours earlier that morning while responding to a different call. Jacksonville Sheriff's Office Deputy T.C. Sapp arrived on scene for transport and took (redacted) and (redacted) in his custody at approximately 1538 hours. The saw palmetto berries were taken to Cary State Forest and returned to the resource."
