On August 10, 2026, at approximately 10:04 p.m., an Arkansas State Police trooper observed a red Kawasaki sport motorcycle traveling through Fort Smith. The motorcycle was initially clocked at **35 MPH in a 30 MPH zone** before accelerating to approximately **55 MPH**. After the trooper activated his emergency lights and siren, the motorcycle refused to stop and fled, initiating a pursuit. The motorcycle reached speeds of approximately **80 MPH** while traveling through a residential area and continued fleeing onto streets and off-road areas. The rider, identified as **Thomas Mowrer**, eventually became stuck in a brushy area after leaving the roadway. Mowrer fell from the motorcycle and attempted to flee on foot. After refusing multiple commands to stop, he continued running before falling to the ground and attempting to flee again. The trooper, who was approximately four to five feet away, deployed a **Conducted Electrical Weapon (CEW)**. Both probes struck Mowrer, allowing the trooper to take him into custody without further incident. 🚑 Fort Smith EMS responded and transported Mowrer to Baptist Health-Fort Smith for evaluation. After being medically cleared, he was transported to the Sebastian County Adult Detention Center for booking. Authorities determined the motorcycle had **expired Arkansas tags and no insurance on file**, and Mowrer was also found to be driving on a suspended license.
