On August 16, 2022, an Oconee County, Georgia deputy runs a routine registration check on a Mazda at a rural intersection. The driver hands over a South Carolina license in the name Rais Sekhem and asks not to be taken in. Neither deputy has any idea who they actually have. Twenty-eight years earlier, an 18-year-old named Jafferd Tucker Jr. was shot and killed inside the Oakland City MARTA station in Atlanta. A suspect was identified within three days. He was never found. This episode follows the traffic stop, the booking, and the fingerprint that connected a suspended license to a 1994 homicide investigation — and examines the Georgia fingerprinting requirement that made the identification possible. ⚖️ Muhammed Bilal El-Amin was indicted by a Fulton County grand jury in February 2023 on four counts including murder. He has not been convicted. All charges are allegations, and he is presumed innocent unless and until proven guilty in a court of law. As of this upload, there is no public record of a trial or verdict. WHAT DO YOU THINK? No motive has ever been made public — not in 1994, not at the arrest, not at the indictment. Where does a man go for 28 years while a federal warrant sits open? Tell us in the comments.
