She spent seven hours inside a Target store in Illinois — testing the theft detection system, removing price tags, and loading reusable bags with over $1,300 worth of merchandise. When Loss Prevention finally stopped her in the vestibule, her only strategy was to offer to pay. What she didn't understand: under Illinois law, that option had already expired. In this video, we analyze bodycam footage from the responding officer's arrest of a woman identified as Annayia (also Jamisha), a foreign national from India, charged with felony retail theft under 720 ILCS 5/16-25. We examine the legal standard that makes retail theft "complete" at the last point of final sale, the identification complications that arise when arresting foreign nationals, Miranda obligations in retail arrest scenarios, and the evidentiary significance of store surveillance footage. KEY LEGAL ISSUES COVERED: Illinois Retail Theft Law (720 ILCS 5/16-25) — When is the crime complete? The "Last Point of Final Sale" standard Felony threshold: $300 and above Identification of foreign nationals under arrest Miranda v. Arizona (1966) — When does it apply? Search incident to arrest: United States v. Robinson (1973) Loss Prevention protocol and ASIS International standards OUTCOME: Unknown at time of publication. If you have additional information about this case, please share in the comments. This footage was obtained from law enforcement body camera recordings.
