On November 5th, 2022, Santa Rosa County Sheriff’s Office responded to BOLO (Be On The Lookout) issued by Florida Highway Patrol after an FHP trooper’s parked vehicle was struck by a silver Ford Transit van on Highway 98. The incident took place at approximately 6:49 pm. At the time of the incident, the trooper was on duty at a construction zone with his vehicle in park and emergency lights on. The trooper was unharmed in the incident however another witness at the crash was hit in the leg by debris but was uninjured. The driver of the Ford Transit did not attempt to stop and kept driving after the collision. FHP trooper found a piece of a side mirror, silver in color, at the scene where the van had fled and relayed this information via radio. At around 7:00 pm, SRCSO Sergeant Horn noticed a vehicle while on patrol which matched the FHP description. Sgt. Horn noticed damage to its right side, specifically the trim over the rear right wheel was damaged. After spotting the vehicle Sgt. Horn began his investigatory stop of the vehicle on Highway 98 and pulled the driver over. Sgt.Horn identified the driver of the silver Ford Transit as Ludmila Mason, who was the sole occupant of the vehicle. Sgt. Horn observed Mason to be “impaired” detained her and informed FHP they had a suspect regarding the earlier collision. Mason was placed into a patrol vehicle while SRCSO waited for FHP to arrive. In the patrol vehicle, Mason offered to pay any fines involved in the crash and stated “I don’t want to go to jail”. Mason also offered to pay Sgt. Horn various amounts of money, up to $5000 for each officer, if she could go home as she had work in the morning. Mason insisted that she was not “joking”. Upon FHP's arrival officers from SRCSO briefed FHP on what they had found. The FHP trooper involved in the earlier crash brought the silver piece of side mirror to the scene which fit perfectly into the damaged right side view mirror of the Ford Transit. Mason had earlier consented to a search of her vehicle by SRCSO officers. Upon investigation, officers reported a strong smell of alcohol coming from the car upon opening the door of the vehicle. A white styrofoam cup with a black stirrer was found in the center console that was ⅓ full. The contents of the styrofoam cup had a strong alcoholic odor. After searching the car both SRSCO and FHP met with Mason in the patrol vehicle where upon opening the rear door of the patrol car officers reported smelling a “strong smell of alcoholic beverage” coming from inside. Officers reported Mason to have a strong odor of alcohol on her breath and her eyes were “bloodshot and watery”. Mason admitted to having been the driver of the Ford Transit at the time when the trooper’s vehicle was hit but explained that she did not stop as she was on a phone call. She went on to explain she did not stop because she did not think the crash was serious and was talking on her cell phone with a friend. Mason stated had she not been on the phone with a friend that she would have stopped. Officers asked Mason if she would be willing to perform a Field Sobriety Test to which she agreed. Upon beginning the FST Mason began having difficulty performing the exercises. Mason had to stop one exercise twice as she began to lose balance and fall over. After concluding the FST officers placed Mason under arrest for a DUI. Mason was transported to Santa Rosa County Jail and later agreed to provide breath samples at the jail. Two valid breath samples were collected of 0.162 and 0.170. The legal limit is 0.08. Mason was later charged with DUI (4th or subsequent), DUI with Property Damage, Leaving the Scene of a Crash, Violation of a Driver's License Restriction, and Bribery of a Public Servant.
