On a September evening in Chicago, police respond to a report of a man with a gun at a lakefront park. Twelve seconds after officers say "hands up," a silver SUV is down an embankment, a 21-year-old is on the grass, and two people are running toward the train tracks. One man is taken into custody. He keeps asking officers the same question: "Did you find my uncle?" Minutes later, a father arrives at the yellow tape. He was gone for three minutes.
