Police report: On November 16th, 2021 Deputy J Slagga of the Flagler County Sheriff’s Office Community Policing Division responded to a call for service Verbal disturbance. Deputy Slaga made contact with the victim who stated a male was soliciting at his door and when asked him to lease, the white male became verbally combative. Later the male exposed his private parts from across the street and left on a bike. Victim continued that the white make had greyish sweatpants, tattoos on his head, and stated he was going door to door recruiting for his pressure washing business. Victim asked the male to leave his front door area and when the subject continued his sales pitch victim raised his voice and told him to leave his property. Victim stated the subject walked down his driveway and attempted to walk into his neighbor's yard. The victim stated, he was concerned for his neighbors safety, since the subject was now verbally arguing with the victim and told him to “F___ off”. Victim told him to never return to his property. Victim stated he was in fear and walked to his car to get a firearm, however never branded it or showed a weapon to the subject The subject then walked across the street and made comments about the Aryan brotherhood, how the subject wants to “scrap” and then pulled his p***s out of his panns twice. Victim describes the exposure as, the subject lowered his pants down enough to resemble someone peeing and flopped it out. Victim stated even his neighbor, who was driving by, witnessed the incident. Victim stated his son had walked outside during the time the p***s was exposed and he quickly brought him back inside. Victim has cameras on his residence, however his DVR recorder is not working at this time. Deputy Slaga then made contact with his neighbor, “Jim”. Jim stated he was returning home when he saw his neighbor wave and point across the street from his home. Jim then observed a guy on the side of the roadway with his “wiener” out. Deputy Slaga made contact with Mr. Watkins and read him his Miranda rights from her agency supplied card. Mr. Watkins stated he was going door to door asking people to hire him for his pressure washing services, which he is self-employed. Mor. Watkins stated he got “1 customer” and went to one guys house and a guy came out with a crossbow talking s**t. Mr. Watkins stated he did say “F*** you suck my d*** and flicked him off” when he was across the street. Mr. Watkins continued that the guy had a little kid and saw him come out and then left. Mr. Watkins continued he works at Denny’s at night, but goes and looks for work during the day to cut, “shrubs” or pressure was or anything needed. FSCO DEputies did not observe any crossbow or weapons at the victims in the open garage or driveway area where the alleged crossbow was located.
