Jacksonville, Florida – A February 2025 traffic stop in Jacksonville has sparked renewed discussions on police conduct, transparency, and accountability after viral cellphone footage captured the moment officers shattered a car window and struck 22-year-old William McNeil Jr. during an arrest. The video’s graphic nature fueled widespread public criticism, prompting the Jacksonville Sheriff’s Office (JSO) to release complete body-worn camera footage to offer additional context. Sheriff T.K. Waters underscored the importance of assessing the full sequence of events, noting that the State Attorney’s Office has cleared the involved officers of any criminal charges. However, one officer has been temporarily stripped of his law enforcement authority pending an internal review. According to the released footage, Officer D.J. Bowers initially stopped McNeil for allegedly operating a vehicle without headlights and failing to wear a seatbelt, citing “inclement weather” conditions. These claims have been called into question, as the video shows clear skies, dry roads, and both patrol vehicles with their headlights turned off. Tensions escalated when McNeil, who repeatedly requested a supervisor, refused to exit the vehicle. Officers ultimately resorted to force to remove him from the car. Though the footage includes verbal commands and multiple warnings issued by the officers, it also reveals inconsistencies that have fueled public concern. A knife was later found beneath the driver’s seat following McNeil’s arrest, adding another layer of complexity to the investigation. Civil rights attorneys Ben Crump and Harry Daniels, representing McNeil, have condemned the officers' actions as excessive and are advocating for legal and institutional accountability. As the internal investigation remains ongoing, the incident has prompted local activists and community leaders to call for broader reform within the Jacksonville Sheriff’s Office, pointing to this event as part of a larger pattern of force-related complaints.
