Officers responded to a near-drowning incident at a lake behind an apartment in Homestead, where two children were rescued after nearly drowning. The children were home alone while their mother, Tamarra Primeau, went to work, and their older sibling, assigned to supervise them, had left. Primeau was arrested and charged with child neglect.
