July 28, 2025, at approximately 12:40 A.M., I was patrolling near the 281-mile marker on Interstate 40 going eastbound. I observed a white Chevy Malibu passing me at a high rate of speed and making multiple lane changes without a turn signal. I began following the vehicle to conduct a traffic stop and activated my emergency lights. I followed the vehicle for a brief period with lights, travelling approximately 110 miles per hour before activating my sirens as well. Upon activating my sirens, the vehicle began braking and pulling to the shoulder as if it was going to stop. The vehicle then began accelerating again and veering towards the inside lane. I entered the right (outside) lane in an attempt to TVI the vehicle. The vehicle began veering right as I was beside it, trying to run me off the roadway. I made first contact with the vehicle’s rear passenger quarter panel. The vehicle remained in control following the first contact, then aggressively braked and sideswiped into my driver side door. The vehicle then sped up again to get in front of me. I attempted to make another TVI on the passenger side of the vehicle, and the vehicle began aggressively swerving towards the side I was on, forcing me to the right (outside) shoulder, where I made a second contact on the same spot on the vehicle. The vehicle remained in control following the second contact and maintained its speed and aggressive behavior. I attempted to make another TVI on the vehicle on the driver's side this time. The vehicle aggressively veered right to run me off the roadway again. After I maneuvered to the left of the vehicle, it braked aggressively in an attempt to get behind me. I braked to match the speed of the vehicle, and the vehicle then began increasing speed again, travelling on the right (outside) shoulder. I attempted to make a third TVI on the vehicle on the driver’s side. The vehicle aggressively swerved towards the left in an attempt to cut me off. I made a positive TVI, and the vehicle hit the left (inside) barrier, spun, and came to a final rest facing eastbound in the inside lane at the 283-mile marker just before the bridge. I drove past the TVI, turned around facing the vehicle in the inside lane, and began giving commands to exit the vehicle. I received no response from the occupants in the vehicle and waited for assistance. TRP. Milow arrived on scene, where we then walked out the driver of the vehicle. The driver was arrested and advised that there was another occupant. The driver was identified as Charles T. Glover. We then walked out the passenger of the vehicle and detained her, who was later identified by TRP. Milow. Upon the detaining of the 2 occupants, there was an open container of Hennessy found in the driver’s side floorboard. Dispatch advised us that the tag (TN-CB12086) had returned to a completely different vehicle. The Malibu was identified by VIN, and Charles T. Glover was transported to County.
