On January 7, 2023, Red Bank Patrolman Todd observed the driver of a vehicle commit several traffic violations. He initiated a traffic stop on the vehicle, which was being driven by a 29-year-old woman, who claimed it was her birthday. She admitted to consuming alcohol, so she was asked to step out of the vehicle in order to perform standardized field sobriety testing. She refused the testing and was immediately placed under arrest. She was transported to the Red Bank police department, where she refused to submit to a breath alcohol test. She was given citations for 1) Operating a Vehicle Under the Influence of Liquor; 2) Refusal to Submit to Chemical Testing; 3) Reckless Driving; 4) Careless Driving; 5) Traffic on Marked Lane; 6) Unsafe Operation of a Vehicle; 7) Failure to Maintain Lamps; 8) Failure to Make Repairs to a Vehicle; and 9) Having an Open Container in the Vehicle. On October 5, 2023, she pleaded guilty to the Refusal to Submit to Chemical Testing charge. All of the other charges were dismissed by the prosecutor as part of a plea agreement. She was fined $540, ordered to install an Ignition Interlock Device on her vehicle, and she was required to spend 12 hours at an Intoxicated Driver's Resource Center.
