Incident occurred October 20, 2020 in Waukegan. Both driver and passenger were hit with bullets. The male passenger later died of his injuries. The police officer was fired. One reason provided was because he forgot to turn his bodycamera on. The Mayor of Waukegan knew the driver and passenger personally.
