The Trooper's report is below: "On 5/18/2024 at approximately 2029 hours, I was working a Knik River Public Use Area high visibility enforcement grant. I was operating a marked state trooper patrol vehicle equipped with emergency lighting and siren, as well as wearing an Alaska Wildlife Trooper uniform. I was patrolling on the Old Glenn Highway between Man Made Lake and the Jim Creek parking lot. I was travelling westbound on the Old Glenn Highway when I saw a dirt bike nearly pull into the roadway in front of me causing me to take evasive action. As I passed the dirt bike, I saw an older black sport-style ATV pull onto the Old Glenn Highway behind me and begin to drive down the westbound lane in violation of ATV laws. I turned around to a perform a traffic stop on the ATV for the observed violation of operating the ATV on a highway. When I turned around the ATV did as well. The ATV was being operated by a male wearing all black clothing with a neon green shirt underneath. I attempted to catch up to the ATV to perform a traffic stop, but when the driver saw me turn around, he accelerated rapidly. I activated my emergency lights and siren since it was apparent the driver was fleeing from me. The driver kept turning and looking back at me as I was attempting to stop him. The area we were in was a 55mph zone and I was driving in excess of 80mph attempting to catch up to the ATV but was not gaining any distance. After a short distance the ATV turned off of the Old Glenn Highway and onto a dirt trail leading onto the riverbed of the Knik River. As the driver turned off of the Old Glenn Highway, he was travelling at such a high rate of speed that I saw the rear end of his ATV break loose, and he appeared to almost lose control. I pursued him down the riverbed a short distance before he accelerated across a body of water, nearly becoming stuck. I was unable to follow due to the water and discontinued my pursuit due to overall safety concerns. I immediately drove around to the Jim Creek parking lot and drove down the trail to see if I could locate the ATV rider. As I was doing this, I came upon the same dirt bike and rider I had seen with the ATV. I stopped my vehicle, rolled down my window, and yelled at the rider to stop. The rider slowed down momentarily, looked straight at me, then accelerated rapidly away to avoid contact with me. I later saw a vehicle driving down the Old Glenn Highway with a matching dirt bike in the bed of it. (redacted). By the time I had learned this information the truck was out of my patrol area. I recalled that I had seen this truck in the Jim Creek parking lot. It was a gold colored Ford Ranger. It had been parked next to a white Chevrolet Silverado. I drove back to the Jim Creek parking lot and parked next to the white Silverado and waited. At approximately 2316 hours, I was sitting in the Jim Creek parking lot when what appeared to be the same male and ATV pulled up to a truck near me. I activated my body worn camera and contacted the male. The male was wearing all black clothing and a green neon shirt underneath his sweatshirt. The ATV had the same appearance as well. I asked the male if he had been the ATV that had fled from me earlier. He told me it was him. When asked why he fled, he told me he got scared. The male identified himself as Ethan (redacted). Ethan was subsequently arrested for Fail to Stop at the Direction of a Peace Officer in the 1st Degree and Reckless Driving. While speaking with him to make arrangements for his vehicle to be picked up, I could smell a strong odor of alcohol on his breath as he spoke. I also saw that he had red, watery eyes that appeared glassy, consistent with alcohol consumption. Ethan was transported back to Palmer Post where he performed Standardized Field Sobriety Tests (SFSTs) and failed. Ethan failed the Horizontal Gaze Nystagmus test with four clues. Ethan had distinct and sustained nystagmus at maximum deviations and onset of nystagmus prior to 45 degrees in both eyes. During this test I saw that Ethan would sway in a circular motion. Ethan failed the Walk and Turn test with 5 clues. Ethan started the test before instructions were complete, could not maintain the starting position, raised his arms more than six inches from his sides, took an incorrect number of steps down the line (11), and performed an incorrect turn. Ethan passed the One-Leg Stand test showing no clues. Ethan was subsequently arrested for DUI and later submitted to a breath test. I read Ethan the implied consent warning and he signed agreeing to take a breath test. The Datamaster result was 0.127% BrAC. Ethan was read and given the notice and order of revocation/disqualification. He was lodged at Mat-Su Pre-Trial for Fail to Stop at the Direction of a Peace Officer in the 1st Degree, Reckless Driving, and Driving Under the Influence. He was held without bail."
