It happened near W Broad Street and Old Epps Bridge Road. A 2018 Ford Fiesta and another car ignored a stop sign. The Fiesta then ran a red light at another road. The driver kept chasing the other car. Officer Kvamme thought it was road rage. But he found out she was just following the car. The driver, Anna, age 26, parked. Officer Kvamme went to talk to her. Officer Kvamme noticed several traffic violations. While talking to Anna, he smelled alcohol. Anna said she had three drinks that night. Kvamme thought Anna was impaired. He asked her to step out and do sobriety tests in the lot. Officer Kvamme started the tests. First, he did the Horizontal Gaze Nystagmus test. Anna's eyes did not smoothly follow his pen. Her eyes jerked at certain angles. She could not cross her eyes. Next, Anna tried the Walk and Turn test. She failed to walk heel-to-toe. Also, she did not turn the right way. Then, she did the One Leg Stand test. Anna could not hold her foot up. She used her arms to keep her balance. Officer Kvamme did the eye test again. He decided Anna was not safe to drive. Anna declined the chance to take a breath test. Then, Officer Kvamme inquired about prior DUI arrests. Anna confessed she had a DUI when she was 21. Her driving was all over the place. Plus, she smelled of booze. She even said she drank alcohol. Anna failed the roadside tests too. So, the officer arrested her for DUI. Anna's arrest led to Officer Kvamme reading her the Georgia Implied Consent Notice. Anna declined to give blood or breath samples. A female officer arrived to search Anna. Then, her friend took her car. Officer Kvamme took Anna to the Clarke County Jail. There, she faced further steps. Anna got two tickets. One was for DUI – Alcohol – Less Safe (40-6-391(a)(1)).
