On December 15, 2025, at approximately 7:26 PM, I was traveling westbound on Fort Street approaching Mayo Drive. While in the area, I observed a black Nissan Altima traveling eastbound on Fort Street at a higher rate of speed than the other traffic in the left lane. My front radar indicated the vehicle was traveling at 58 miles per hour in a posted 45 mile-per-hour zone. I activated my emergency lights, turned around, and attempted to initiate a traffic stop on the vehicle. The vehicle maneuvered into the right lane and then turned south onto Lockett Lane. I was directly behind the vehicle with my emergency siren activated when the vehicle began to accelerate and flee. I notified Troop H Communications that I was in pursuit. The vehicle traveled through a residential neighborhood at a high rate of speed and reached the end of a dead-end street on Topaz Trail. The vehicle attempted to turn around, at which time I attempted a Tactical Vehicle Intervention (T.V.I) on the driver's side door of the vehicle. The driver reversed, struck my patrol unit, and continued fleeing back toward Lockett Lane, running a stop sign in the process. The vehicle continued through the enclosed neighborhood at high speeds while I remained in pursuit. The vehicle then traveled westbound onto Fort Street toward Fort Smith, again running a stop sign. The pursuit continued westbound onto Rogers Avenue within the Fort Smith city limits at a high rate of speed with other traffic present. As we passed South 91st Street, our top speed reached approximately 109 miles per hour. The vehicle continued fleeing and ran the red light at Phoenix Avenue. The vehicle then turned northbound onto Massard Road, approaching Marks Lane, where I successfully performed a Tactical Vehicle Intervention (TVI) maneuver. The vehicle spun, with its front-end facing south, and continued to accelerate his vehicle. When this happened, his front end struck my driver's side door causing damage. The driver continued to flee, traveling onto Marks Lane and through another residential neighborhood. The driver then turned off the vehicle’s lights in an attempt to avoid apprehension while continuing to travel at a high rate of speed. The pursuit ended on South 80th Street when the vehicle entered a dead-end road and came to a stop near the intersection of Adam Drive. I exited my patrol unit and gave verbal commands for the driver to exit the vehicle. The driver refused to comply. I attempted to open the driver’s door, but it would not open. I instructed the driver to crawl out of the window, but he again refused. Additional troopers and officers arrived to assist, and we were able to pull the driver out through the vehicle window, take him to the ground, and place him into custody. The driver was identified as Alexander Raya. After the incident, I observed that his eyes were bloodshot and watery, and I detected a strong odor of an alcoholic beverage emitting from his breath. His speech was extremely slurred and difficult to understand. During a search incident to arrest, a black backpack was located containing a partially consumed bottle of “Siete Leguas Blanco Tequila.” I transported Mr. Raya to Baptist Hospital for medical clearance prior to transport to the Sebastian County Adult Detention Center. While at the hospital, I attempted to read him the Arkansas Statement of Rights form. Mr. Raya initialed the form where indicated; however, when asked if he understood his rights, he stated that he wanted an attorney present before continuing. He continued to invoke his right to an attorney, which I considered a refusal of chemical testing. After Mr. Raya was medically cleared, I transported him to the Sebastian County Adult Detention Center for booking. Raya sustained minor abrasions to his face as a result of multiple TVIs and being removed from his vehicle. My patrol unit sustained damage to the front passenger side, front right tire wheel, front driver’s side quarter panel, and driver door. The damages to the vehicle and Mr. Raya’s injury were documented.
